Never done it myself, but I believe you forbid the contents and order the barrel moved to the trade depot. I think the wiki article on usage of gnomeblight explains how to do it (someone also posted that description in some thread recently).

In the days of yore, you could dump the contents by designating for dumping.  Dwarves would try to pick up the liquid glob, but fail, causing it to hit the ground.

or something like that.

The result was that globs of liquid would be deposited on the floor, leaving an empty barrel.
