Looks pretty good!

For the screenshot of the city on top of a huge rock, which you mention can't expand due to its location - is that something that could be affected by player intervention? (By, say, dropping a ton of soil next to the rock, creating a hill.)

Yes, cities continuously try to expand, and soil tool is currently in the game.

How dynamic will the surface of planets be? Will this be like civilization with troops and settlers roaming around, or something else?

Indeed, that is one thing I have learn : do thorough mic test before recording.

There are indeed "planisphere object" and it moves similarly to units in civilization. But There won't be settlers unit per se as I am simulating migrations differently (in a less arcade way).
Ground combat isn't yet in the game, but it should be something that control indirectly by weapons supplies, manpower and other logistical variables, with something indicating the balance of power over time. So combat will be mostly a slow grind toward the control of a region.

Maybe it's in there and I just missed it; but how do the 2d screens we've seen interact with the hexagonal planet grid?

At the moment the side-view surface isn't entirely integrated as I am still working on the "abstract" city simulation, which is the core of the city builder.
