Thanks for the save.

I've been unable to find where DF stores the list displayed. However, looking at the info stored by DF regarding neighbors, I find:
The Amethyst of Theaters: Elven civ
The Unspeakable Nightmares: Goblin civ
Lrafadlayldus: Kobold civ
The Glittery Bunches: Human tower
The Pure Fingers: Human tower

Based on that, I'd say the blank line is a tower, not the kobolds. Further, I suspect it's the white tower to the SSE called Ashiatthem that somehow gets picked up when the humans go out of range. I still haven't any theory about why the "Tower" string would be blanked out nor why what appears to be a dead tower would be picked up when the humies disappear, though.

I believe this is worth a bug report.

Who occupies the Tower right now?
If it's a hostile, non-necromancer group that might be a reason. Say, bandits, mercenaries, or just a regular reclaim.

Some dead towers retain a big population of experiments too. Might be them?

But yeah, bug report is the only way to really tell for sure.

There's a purple fort (new site type) in the vicinity, Taxriddle.
It's next to the Dark Pits and closer than the Tower, which fits the neighbours list.

Adventurer has been sending me off to forts in search of "bone chilling horror" recently, but all I find is a regular fort with normal folk in it. Possibly unrelated.

However, Legends says there's a necromancer living there right now, who is writing books and storing them in the fort. So, "Tower" civ not in a Tower thereby confusing the embark screen?
(It seems there's a bunch of experiments living there too).

Long shot maybe, but weird stuff is generally related to new stuff, and forts are new.


Having said all that, there's another spot with a blank neighbour slightly further to the North too, and that doesn't seem to have any of the above.

Ignoring that, the necromancer followed pretty much the pattern you'd expect her to take, learned the secrets, fled, became chieftess of a group who then built a fort instead of a tower.

(The Tower showing as "War" is the one to the North, Shelterglade. They've been at war with The Rooms of Uniting for quite a while. Not sure why they're showing as being at war with the North Room too, but previous player sites were with the North Room so I assume some raiding or something triggered a war during play).

The reason I pointed at the tower I did was that it's one of the two sites linked to the site government that's listed as a neighbor.
As far as I could see, the neighbor list isn't listed by proximity, but rather by entity id (i.e. the order in which they are scanned).

Anyway, using info exported to Legends Viewer, it seems The Glittery Bunches resided in that tower until it was destroyed, and there's a fair population of experiments, plus a group of non necro gobbos who are slowly repopulating the site.

However, taking a look at Taxriddle, pointed out by Shonai_Dweller, shows that The Fiery Society that formed it was formed by The Glittery Bunches, and this happened after the original tower was destroyed. So, yes, a Tower government working out of a non tower they've founded.

All of the locations containing blank neighbors I've seen are in the same vicinity and contains The Glittery Bunches as one of its neighbors.

Thus, it seems the site government The Glittery Bunches is still sort of active through its offshoot site government The Fiery Society, but since it doesn't have a tower, there's no "Tower" text to display for it. It seems there are a few DF issues here:
- Why is the original site government listed, rather than the new one? It's logical that it works that way for civs, but not for site governments, and necros are only site based, not civ based.
- Should DF allow for necros working out of structures other than towers, or is this behavior a kind of bug (we don't know yet if they can attack a player fortress)? If so, the Tower description should probably be replaced by e.g. Necro (Tower), Necro (Fort), etc.
- If the Fort should be a real "Tower", why is it listed only in parts of its range?

Well now that the save is up, just make a bug report and hopefully it's helpful for Toady to diagnosing other related site weirdness.

I did have a hamlet in one of my saves that was bright purple with a shared necro-government in a tower not very far away with <1 population but still a population nontheless that i am currently at peace with. I had honestly considered doing more with it like trying to demand tribute and eventually occupy it and wrap up the adjacent tower to see if i can flood it or myself with experiment refugees but i doubt such at thing would be successful.

I don't exactly know how sanctuary refugee petitions work anyway mechanically as refugees nearly always find somewhere else to settle across infinite range. (that latter half might be a bug if they don't respect [BIOME_SUPPORT:<biome>:<num>] territory spread that are the invisible 'borders' of a nation you can see in legends mode allowing them to settle a place if its not mechanically fixed that way for refugees to follow that direction)

In a small uneven area around this fort the phenomenon is seen, but outside of it a human civ fills the same place in the displayed list.

Likely because the conquered leaders are only administrators, there's no pass-over of power to being same civ holding or whatever.

There is no civ. The top of the chain is a site government for necro towers, and a question is of they should "seed" new sites (normal site governments send out expeditions, but those sites then belong to their civ).
