Hmm, so the drone is probably a good general purpose pick, but the immediate priority is to guard the comic convention.  Presumably the convention is indoors but hopefully whatever hall it's in has high enough ceilings for it to fly.  Could you maybe add a line about how big it is?  Make sure it's small enough to fly through a doorway reliably, yet big enough to do utility stuff like the taser.  Also, throw in that it can see in IRNV and has telefoto zoom.  All nerdy assumptions, but it doesn't hurt to state them explicitly.

I'd prefer it if the drone didn't carry weapons by default. People are likely to get antsy if they see a taser equipped drone fly by, in much the same way they'd feel concerned if they saw an officer wielding their taser, rather than having it holstered.

Having them unarmed should make them cheaper, and will thus allow us to deploy more of them, making up for our limited manpower.

Chief's thoughts. 

Morgan is a boon to have in this precinct, but is there a limit in her willingness to provide materials and other resources that are beyond our precint's budget? 

Not to sound ungrateful, but I want a clear continuation plans B and C when someday, Morgan moves on to other endeavors.

[1] Powered Suits (PS) are a marvel of engineering, sciences, and technology. 
[1.1] How much does Morgan keep the genius to herself? 
[1.2] How much of the advances she shares for "precinct use", and for as "public knowledge" to which the bad guys might use?

[2] Material Science progress.  Morgan began with a prototype "steel-clad heavyweight armpit".  And today, she has a "smaller model". 
[2.1] What does she do with the older modelS?  Does she scrap it for re-use? Or can they be mothballed and perhaps be useable by others? 

I am assuming the standard police uniforms has a base 1 protection, as in "bullet proof". 
[2.2] Morgan's PS use a better than standard "bullet proof", I assume.  Can we upgrade our current standard uniforms using some of those materials? 

/ooc My last google, bullet proof materials are composed of these combinations:
wood
fiberglass (clear, face shields)
kevlar
ceramic
polyethylene (clear, face shields)
polycarbonate ?
grade 5 titanium ?

[3] Computer Power Unit with proprietary Operating System + Software (refer to all as CPU)

/ooc I had fun thinking about the possible upgrades from speed of data processing, data transmission, data security, heat transfer, and even PS efficiency. 

My half-brainstormed so far:

[3.1] The CPU comes with basic "cores": Computing, Mobility, and Communication. 
So a PS or drone will have CPU capable of 1 mobility, and 1 communication simultaneous functions.
So a drone with basic (Core 0 can fly/move, communicate/receive commands). 
Possible, a drone go into hover mode, releasing the most computing power of mobility, and control 1 weapon, or so scanning sensor/video feed). 

So my thinking, a basic Power Suit (PS) can provide mobility and communication, while hand weapons do not need computing.

[3.2] CPU upgrades by adding "cores".
A drone C1 (core+1) can move and communicate, and have 1 computer power to shoot, or scan.
A PS C1 can provide mobility and communication, and can fire a computer assisted weapon.

[3.3] Software upgrades just increases the ability of tasks such as: multi-target, threat assessment prioritization, data compression for faster data transmission.

I suppose, the point of all of these.
I want to get a feel of the standard uniform. 
And how will be upgrade or enhance them using Morgan's tech, if possible. 
And before a commit to anything specific, will our choices fit the role or powers of our SKs and AJs when it seems we are heavily relying on Morgan's "limitless?" resources.

Here’s some ideas to help assist our team with gadgets trained by Morgan to help assist our missions.

Super-Precint Drone: A remotely-controlled armored quadcopter, that can through a mobile app transformed into an autonomous sentry version of itself that follows fellow operatives and police members protecting their six while in this mode, utilizing its sensors in its 360-degree optical camera to sense our friend and foe. Armed with a over mounted heavy-duty rapid-fire stun gun and powerful sedative-dart mounted to provide nonlethal capturing of supers to represent that we prefer , especially of the more resilient supers. Morgan will be able to assist in the advanced material and self-confined AI creation for a drone, being able to help create a lightweight armored frame so that it can still suit to recon purposes while being tough enough to stop at least pistol calibers, while also the escort, tracking, and targeting systems to assist our team with the capture of criminals.

Footprint Tracker: A mobile tracking device able to both identify and trail a person’s footprints in real-time. Integrated into the device with advanced computer vision like the same technology like smart watches, Tracker detects invisible details relating to footfall, weight distribution of the surface it’s detected, left heat signatures, left dirt and other traces from footsteps to create a computer generated image to portray a outline of footsteps. Also combined into a mobile fingerprint forensic device that can accurately recall information of our previous caught recognized super’s fingerprints, while also imaging fingerprints found on the field, to make an assessment on the fly if they match. The equipment will also be supported by Morgan who can develop its advanced imaging and forensics technology to help us have a mobile and quick footprint and fingerprint scanner on the field.

As mentioned, I very much agree to keep "harmful" weaponry away from drone or AI control at this time. 
 
Further, I think the issue with "remotely-controlled armored quadcopter" is it will required a human to control.  I suppose we can assume an "AI" controlling can handle more of the function with User (human) input and feedback.  I am not sure we, or Morgan is there yet in tech. 

I think we can "abstract" drone into :
[1] Movement or Mobility leads to placement of drone. 
[2] Communication as in data transfer.  Let some more powerful super computer do the analysis based on the drone's feed. 
[3] Specialize scanning function.  I suppose we can assume a camera sensor can at least see in all light spectrums from ultra-violet, ambient temp, and to infra-red. 
Macro and micro zoom image feed are more of a physical restriction based on lens size, and drone's distance.  But either function can work. 

[4] As for armor, weapons and ammo, it will weight, which will cost an increase in the unit's power/fuel to hover about. 
And if the unit if stolen via baseball bat, a net gun, a sling shot breaking one of the quad?   Well, the thief will have a nice butter proof material. 

[Suggestion]
What if we have a more simpler drone, cheaper to make, and make more.

+ ability to deploy and retrieve   
+ built in data communication & data security

[Central Drone Server] have
+ built in data security
+ capacity to communicate with multiple feeds (drones, and Precinct personnel comms)
+ capacity to compute needed task for send immediate results
+ comprehensive data analysis with Precinct data server

Deploy many drones to scout and monitor Comicon

Unfortunately the law doesn't take into account wealthy individuals self-funding the Precinct. While the X-rank precincts happily take donations from the public they must do so using the Police Foundation as a go-between to "purify" the money. Naturally any such donated money will be split between all the precincts rather than being earmarked for our own development. Trying to use her own funds to buff our budget would technically be bribery, and should be avoided unless you want to end up on the wrong side of a dirty bomb. Again. Between this and being stuck behind a desk you can see why some Supers stick to vigilante work. On the other end, there are corporate rules that would prevent her from dumping anything owned by the company into "personal projects" such as police business. She would only be capable of investing whatever personal funds she was willing to give up.

Fortunately the law already allows for Officer's to purchase their own body armor and weapons, so she can make whatever she wants with her own money as long as it is for personal use without issue.

((OOC I can't really give you a major advantage from saying your ex-partner is wealthy.))

Morgan is noted to sell many of her inventions. Most of the weapon equipment is classified, and requires a super-genius to create and maintain effectively. We should be able to maintain anything she makes with our own staff even if she leaves. A badguy could theoretically steal any equipment and use it themselves, but anyone capable of piecing together one of her designs would be a super genius capable of making their own equipment. If any super-genius steals her blueprints it will likely be to find a weak point they can exploit with their own creation.

Assuming she kept up her old habits, older models would be decommissioned. Her power armor's power system becomes unstable if she doesn't actively maintain them, leading to unwanted explosions if she leaves them alone for too long. Generally she keeps a small handful of the right-before-latest models ready for deployment in case her current suit gets damaged. For all practical purposes, she is the only one capable of using her current suits effectively. Any she builds for the Precinct will likely be lower-powered models without the exploding issue capable of being used by anyone.

Standard equipment includes Level IIIA Soft Body armor for patrols, and plate carriers with level IV Ceramic plate inserts for when a firefight is expected. These should be capable of resisting most handgun rounds and rifle rounds respectively. Upgrading the uniform is certainly possible as an Equipment action. Morgan's power armor is more comparable to an armored car than body armor and should be capable of resisting multiple standard rifle rounds.
