Move Commander to A3, Build a Turret and a Generator.
Finish the Fabricator by spending 2 Metal and build 1 Tank and 2 K-Bots at A3.

I could have sworn... bleh, oh well.

The Commander will build a Storage and a Generator at C5.
Finish the Fabricator by spending 2 Metal and build 1 Tank and 1 K-Bot at A3.

Can you build a structure in a zone with existing enemy structures?

When destroying enemy structures, is there a set priority for which facility takes damage? Can you specify which facilities you attack? Is it random?

Does producing a unit occur BEFORE or AFTER combat?

Yes you can.

Turrets always get targeted first. Then damaged facilities, then unless you specify a priority I will cycle through each building type in turn. Thus if C7 is attacked, all other buildings would be destroyed before the second Mine is targeted.

Producing a unit, like constructing facilities, occurs after combat.

Commander in A2 moves to A3 and constructs 2 Mines (4 Metal)
3 Kbots in B1 move to A3
FabUnit in C2 moves to A2 and constructs Turret (4 Metal)
FabUnit in C7 moves to F1 and constructs 1 Generator (2 Metal)
BotFactory in C7 produces FabUnit (4 Metal)

In A3: Potential Damage is 33.
4 spent destroying enemy Kbot and FabUnit.
5 spent destroying enemy Vehicle Factory
5 spent destroying enemy Bot Factory
10 spent destroying 2 enemy Generators
5 spent destroying 1 enemy Mine
4 spent damaging 1 enemy Mine

I don't believe it's possible for Happerry to recover from this, especially since he should experience a blackout with his generators down.
