Random noble appointment announcements

Is anybody else getting announcements about random dwarves getting appointed to random civilizations? They aren't from my civ so I dont know why the game is telling me about this

Could be they are spies that are visiting, and are telling others who they really are? Furthering on that note possibly they have petitioned you to be residents already... can’t say for sure coz I have not made anything for visitors yet...
