Turn 0: Sleeping Dragons (Pre-Revolution Resource Allocation)The rugged lands of Kanogawa has been the home of the Charuke Clan for two centuries. Under their rule, it has blossomed into a centre of industry. In the Warring Clans Period, the Charuke had long held supremacy over the nearby lands and defiantly fought the clan of Kamon until the Battle of Miyahiri. Though the Charuke were victorious, the whole of the battle was but a feint, with Kamon Masaru's ninja creeping into Kanogawa City during the battle and slaying several key clan members and officials. Her core retainers slaughtered and her remaining family taken as hostages, daimyo Charuke Sakura made the decision to surrender. She has not forgiven the Kamon for her defeat, still arrogantly waiting for a chance to wage a war anew. At the same time, she knows that she cannot risk the extinction of her clan. For her own reasons, the famed kensei retired from clan leadership and deigned to teach her art to all those who would desire it on Mount Yashin. Her son, daimyo Charuke Ajin, is the nominal lord of the land, although all know that true power yet resides with his mother. If all goes according to the Shogunate's wishes, the legendary kensei will die of natural causes, eliminating the last obstacle to extending their authority over Kanogawa. Charuke Ajin is a known coward in the Shogunate, having failed to commit seppuku and forcing her mother to surrender in order to save him. That decision supposedly haunts him still. As a ruler, he follows the way of his mother and largely leaves the affairs of the realm to the officials. He spends most of his time writing poetry and attending to the geishas at his castle. Even by doing nothing, the Charuke still seem to accumulate wealth.
The land's wealth is of course, found in its iron. From this rare material was produced steel- which itself was used to make the weapons and armour of the Charuke. A large assortment of goods that are all too necessary for the upkeep of society are made from Kanogawa's metals; nails, pots, shovels, axes, traps, hooks, cutlery, frames, furniture- and yet many others. Whole caravan trains travel to and from Kanogawa's cities and villages, each destined for the iron-deficient lands that make up the rest of Yamato. For all its reputation as a centre of industry however, most of the population is still involved in agriculture, although peace has resulted in more food being brought in from outside the region. Preserved seafood and manatee steak is greatly appreciated in Kanogawa, owing to its landlocked state. Indeed, most of Kanogawa's waterways are but streams and brooks.
Of course, Kanogawa is not its lordly clan or its wealth, but its people. The people of Kanogawa are known for their industry, stubbornness and thrift. For centuries, the people have become used to the fact that they are higher (both literally and metaphorically) than their lowland neighbours- and more blessed by the earth. For while the lowlands had great quantities of rye and barley, this only fed a man; it did not make one. Kanogawans believe that a tough life is what shapes character and that giving in to one's desires too often is a path to wickedness and loss. For that reason, the number of Meditationist monks in Kanogawa is rather high.
Whilst these traditional values permeate Kanogawan thought, life in practise, is much less optimal. The guildmasters of the land administrate the affairs of the realm. Many are corrupt, using the authority granted to them to enrich themselves and their clans - to the detriment of the people. Those who cannot (or will not) follow the wishes of the guildmasters find their lives harder, sometimes impossible. Those who speak out against this are visited by guild thugs. Those who are visited are highly encouraged to leave Kanogawa or change their mind about the corruption issue. Those who refuge this kindness are soon forgotten about, their homes sold off and any assets they had distributed amongst the guildmasters and their lackeys. Consequently, an oni may sometimes find a bag of fresh meat near its cave. Sometimes, the red-light markets find themselves restocked. Sometimes, the cremation furnace is seen to be working through the night.
As a result of this, many are those who harbour antipathy for both the guilds and their daimyo. Some turn towards religion, others to the shogun. Some, it is said, seek more taboo paths. Some speak of it in whispers, in dark cellars and hidden caves. They speak of liberty and equality, of goodness and unity. They speak of the Red-Wrung Ideal.
The Revolution has been in the works for seasons and years and each member of the Supreme Kurultai has used the resources at their disposal to ensure their success. In this phase of the game, the Genro allocate resources and time to the furthering of the Revolution, prior to the day of uprising. Some of these choices are more straightforward than others, with some having unintended consequences. Genro may share resources in order to carry out the Revolution. The resources in this phase of the game are:
Connections: Knowing a guy or two to do a job opens the door to many opportunities.
Relationships: In the world of traitors, it is best to keep some friends at hand.
Incidents: Kidnappings, strikes, murders or thefts; both over and covert.
Secrets: Forbidden lores, embarrassments, weaknesses, strengths; all perfect for planning and blackmail.
Wealth: Sometimes, you
can throw money at a problem. Wealth can be used to improve the effectiveness of an action.
Zeal: True belief can erode mountains and becalm storms. Zeal can be used to improve the effectiveness of an action.
Note that no matter what actions are taken, the Revolution will have access to forces and resources based off Genro backgrounds once the Revolution begins in earnest.
Actions of a difficult nature, these have a chance to fail. Each of these have an associated cost included. Adding more resources beyond the required the amount will increase the chance of success. Should the Supreme Kurultai think of yet another plot, they are free to attempt to enact it. The accountants and planners are more than ready to predict what is needed.
Assassinate Kensei Charuke Sakura (Very Low Chance of Success. 4 Incidents, 1 Zeal, 1 Connection): It is considered suicide to attack a kensei, even if one happens to be sleeping. Kensei tend to harbour magical ability and Charuke Sakura is no exception. She has learnt of the oni arts; she manifests the elements of flame and miasma.
Assassinate the Charuke Daimyo (Moderate Chance of Success. 2 Incidents, 2 Wealth, 1 Connections) (Alternative: Very High Chance of Success. 3 Secrets, 1 Incident): Charuke Aijin is an oaf of a daimyo, this is known. By infiltrating the castle and making use of the Revolutionary network, it would not be overly difficult to deal with him. We may also be able to freely assassinate others in the castle or take them hostage.)
Burn the Domain's Taxation Bureau (Moderate Chance of Success. 1 Incident OR 1 Connection): Erasing everyone's obligations to their lords is always popular.
Desecrate Kagan-no-hichi's temple (Moderate Chance of Success. 2 Zeal, 1 Connection, 1 Incident) (Alternative: 1 Secret, 1 Zeal): A successful corruption of Kagan-no-hichi's shrine would dissolve the bonds of protection he has with Kanogawa, loosening his influence over the land and cursing it. This situation could be easily used to incite revolt along religious lines.
Robbing the Shogun (High Chance of Success. 1 Incident, 1 Connection/Secret): The caravans and barges that travel in and out of Kanogawa are full of various goods and gizmos destined for one person or another. Soon, the Charuke's tribute for the Shogun is destined to leave for Edokawa. Taking it for outselves would be a great boon to the Revolution.
Punish the Za Masters (Moderate Chance of Success. 2 Connections, 1 Incident, 1 Wealth): The guildmasters of the various guilds, the za, have long been known to be corrupt. Kidnapping, killing or otherwise harming them would be a popular move amongst the region's poor and destitute.
Rescue the Charuke Hostages (Low Chance of Success. 3 Wealth, 2 Connections, 2 Incidents, 2 Secrets): The Shogun keeps the clam members of many daimyos at his capital of Edokawa. Bringing Lady Charuke Sakura's relatives would eliminate her prime reason for remaining a vassal to the Shogunate, and might better our relations with the clan. Even so, it is highly unlikely that this would convince her to simply give up her domain to the Revolution. Another option is to take the Charuke hostages and use it to force the kensei into our service. This is of course, something for the Supreme Kurultai to discuss.
Rousing the Oni (Moderate Chance of Success. 1 Incident, 1 Wealth) (Alternative: High Chance of Success. 1 Secret OR Zeal): The oni clans of the deep forests and mountains are savages that are kept in line for most of the year by common ritual and their respect for Charuke Sakura. However, it would be a simple affair to get them to aid the Revolution, or perhaps to direct their savagery towards something without overtly aligning ourselves with them.
Kanogawa Domain is composed of seven major fiefs. These are (in order of population): Kanogawa City, Shin-Kanogawa, Yashimura, Yamamizu, Okimichi, Akushu and Tairana . There also exists a largely uninhabited area of primeval forest in the domain's north. In each of these areas, a Revolutionary Cell can be placed. These act as semi-independent organised centres of the Revolution; the first cell (representing the headquarters) is free. Performing actions within their area of operations will aid them once the uprising begins. Each cell costs 1 Connection and 2 Wealth.
Each genro is capable of performing 6 actions from the list below. Some actions cost resources. Most are repeatable. Some are better than others at certain actions due to their backgrounds. When performing actions, one must state which fief an action is being performed in. If there is any other action one can think of, please feel free to suggest it.
Recruitment
Consort with Banditry and Criminals: Whilst unscrupulous, the Revolution would be aided by men and women with muddled morality and willingness to murder and kill.
Consort with Clergy: The gods create and maintain the world and are beloved for it. Assuring that their representatives think us beloved would be integral to the continued success of the Revolution. This action is TWICE as INEFFECTIVE for Zhang Jian due to being a DIRTY SINGULARIST.
Consort with the Intelligensia: Whilst the Revolution is fought for the People, it is the educated intelligentsia that directs its philosophy and propaganda. This actions is TWICE as effective for Nakamura "Mumei" and Zhang Jian.
Consort with Samurai: the Red-Wrung Ideal demands the overthrow of the samurai, but perhaps it is possible to sway some to our cause. This action is TWICE as effective for Karuzuki Ai.
Consort with the Merchants: Merchants aren't often known as Socialists, but perhaps some will aid us in our struggle. This action is TWICE as effective for Silverstein "Sibin" Erill and Eri.
Consort with Officials: If the domain falls to the Revolution without a single shot, all the better. This action is only half as effective as other actions.
Hero of the Revolution (Cost: 1 Relationship): Recruits a skilled person to further our take-over of the region. State what skillset the Hero has when performing this action. A fief does not need to be stated.
I know a guy... (Cost: 1 Relationship): Generates 2 of any resource EXCEPT Relationships.
Inciting the Rabble: Encouraging the masses with the Red-Wrung Ideal may draw in the lower classes to our cause. This action is TWICE as effective for Zhang Jian.
Propaganda: The explanation of our Ideal throughout the domain through easy to read brochures, fliers and posters can draw in an eclectic bunch of people to the cause. This action is TWICE as effective for Nakamura "Mumei" and Zhang Jian.
Means of War
Acquiring Materiel: A Revolution cannot be defended without food to fill bellies and weapons to fight against reactionaries. Most of this is taken through theft, allies from outside the region and allies within the region. This action is TWICE as effective for Eri, Karuzuki Ai and Silverstein "Sibin" Erill.
Acquire Technologies and Innovations: An advanced arsenal ensures our success. This action is TWICE as effective for Nakamura "Mumei" and Silverstein "Sibin" Erill.
Drill: The Revolutionary Militia is composed mainly of the lower class rabble; it is important that they be trained in order to fight elite samurai. This action is TWICE as effective for Karuzuki Ai.
Incite Disruption and Disobedience: Whilst perhaps not directly aiding our Revolution, it would be useful to keep the local forces occupied with other threats. This action is TWICE as effective for Zhang Jian.
Kidnap and Murder of Officials: Without bureaucrats, the domain cannot function. This action is TWICE as effective for Eri and Karuzuki Ai.
Sabotage Infrastructure or the Means of Production: Striking at the enemy's ability of movement before the Revolution would make it easier for us. This action is TWICE as effective for Eri.
Reconnaissance: Knowledge is key to victory, as the strategists say. This action is TWICE as effective for Eri.
Rob Caravans: Kanogawa's roads and rivers see many barges and wagons entering and leaving. Taking a few for ourselves would provide a boon to the Revolution. his action is TWICE as effective for Eri.
Smuggle in Acolytes of Izai: Bringing in Izai's priesthood into the province would aid in cementing the Revolution, as well as offer us access to their goddess' magic.
Worship: The gods may bless our cause if we offer enough devotion to them. This action is TWICE as effective for Zhang Jian.
Weaken Domain Forces: Poison, plague, defenestration and ambush; the domain can only lose so many men. This action is TWICE as effective for Karuzuki Ai and Eri.
These actions may only be performed by certain genro. These can only be used 2 times and do not count towards the action cap.
Invention (Silverstein "Sibin" Erill): Sibin spends time and resources devising a contraption for the Revolution. Sibin may decide its purpose and form; perfection is not guaranteed.
Uncover Lore and Secrets (Nakamura "Mumei"): Mumei spends time uncovering the domain's forgotten past, as well as other tidbits that could be useful to the Revolution.
Ninjutsu (Eri): Eri makes use of the ninja arts for sublime intelligence-gathering, murder, theft, kidnapping or other crimes.
Debate (Zhang Jian): Jian engages in debate with the local priests, rallying them to the cause or perhaps converting them to both the Singularist faith and the Red-Wrung Ideal.
Pure Determination (Karuzuki Ai): Ai's ruthless zeal allows her to produce 2 of any resource OR increase the effective of an action thrice-over.
