"Emma and William said it would be better if they handled Steelworks Nine. I took their word for it." Isela shrugs, then steps out. Eric, after a moment's hesitation and a backward glance, does the same. Leaving you alone until Emma calls over the radio.

["The Ministers have been assembled, Pheobe -- except for Isela."]

["She should be there soon."]

Minister of Health: Val Foster Present

Acting Secretary: Child of SEED Three
Acting Executor: Child of SEED Zero
Notable Guests:Eric Applegate (Guest of Isela), Jack X (William Thornton's Representative)
Security Force: Twelve Heavy Crusaders

The Minister of State rises to speak first, explaining the domestic situation. People are frustrated but calm. There have been several recent events that have improved morale—promises of better food, more fulfilling work, and luxuries to come. There have been several requests to allow the Fortress to open its metaphorical doors to more immigrants. The new and old local leaders are for the moment, content, and several Families in the newly conquered regions are applying for approval to be recognized by your government. Plans have been drawn up for a road into the Fortress using one of the levels that lies near a valley. Isela is stalling it, citing defense.  Minister Geoyde supports it, as does Minister Armsmith.

The Minister of Religion has reorganized the Preacher group of Scholars. Wandering Preachers lead sermons and give lectures in the public areas now. A book of approved Sermons is currently under production -- edited by Lacey herself. Now that you're awake, she would like you to look over it. She has no proposals on the table.

The Minister of Agriculture has opened up three more levels of the Algae Farms and ordered a rare wintertime planting of Potatoes for the remaining agricultural districts. However, this may have adverse effects on the region's soil quality, especially in regards to spring wheat production. There are many concerns in regards to next year's food production, as ecologists are predicting a period of intense cooling and famine because of SEED's detonation. However, on a brighter note, the Thorntons have filled a recreational level with hydroponics gardens, growing a variety of crops to diversify the Fortress' diet.

The Minister of Industry gruffly reports there's seven currently active hydrogen refineries at the Fortress- not enough to support the full demand of the entire city-state, but enough to give the Crusaders leeway. However, with the resources coming in from the Steelworks Districts, they can start manufacturing more hydrogen refineries to meet demand. Yet, these new refineries will not be finished, at the earliest, until next year, followed by another year of training. One of the lower levels is claimed for this endeavor. With the help of the Algae tanks, the Thorntons are managing to produce necessary chemicals for agricultural and industrial processes. Production begins next week on conventional, slug-thrower firearms -- however, las-guns are still out of reach.

Lauren Mack, Head Guardian, informs you that there have been no significant issues, aside from your problems this morning with the crowd. Several individuals have come forward about their misdemeanors towards you. "...most of us didn't sign up to kill a lot of stupid people, so we're letting them go with an extra labor fine."

The Foreign Affairs Minister, unsurprisingly, has nothing to report. Her Ministry seems the most anemic and has few functions. The official policy with the Outlander Clans and Groups is to ignore them.

Minister of Trade and Finance is -- is an anxious wreck. He stutters as he describes how much resources they have, but his Ministry is unfortunately tasked with rebuilding an economy when there's nothing to build one -on-.

Valerie 'Val' Foster, gives summaries on supplies of critical medical materials. The Thorntons, with their advanced chemists, have been working around the clock to produce antiseptics and other medicinal chemicals. Cloth, funnily enough, for bandages, is where there's a difficulty. The bioplastic district was responsible for its production -- and now, all they have to work with is what scant supplies they can find from cottage artisans.

Emma Thornton gives her Ministry report next. She's established a newspaper running propaganda pieces and other important news. There's a clever organization scheme -- papers are delivered based on housing units, read, and then recovered at the end of the day. That night, they are recycled and have a new day's information printed on it. She's also discovered an intra-fortress radio broadcast system -- even going so far as to point one of the speakers out in the meeting room. She has an idea to use this to deliver daily news as well and emergency broadcasts, your speeches, and so on. The Fortress beautification project is going well, and she politely requests that you all take a look.

Isela, of course, already gave her report.

A skinny young man reports William's stead. He hands you a slip of paper in silence. 'Possible lead on 'rumor' situation. Not an isolated incident. Read aloud. Scan faces. Judge reactions.' The young man hurries back to hover nearby the seat. You swear you know his name, but it just isn't coming to mind...

Read aloud. Scan faces. Judge reactions.

Or should we? If suspects are in this room as the note seems to suggest, we might have an explosive situation on our hands. Not like William's outburst, but possibility of another incident like the one at our speech.

Do the ministers need to trust each other in order to do their jobs?

It's nice to see that the cultist, Jack, has changed his ways. Let's read it aloud and see what happens.

We must read whatever it is out loud, sans the three sentences saying to do so

[20] [-] Confusion plays out across their features as you read William's missive. No one reacts in what you would deem a suspicious manner. Emma nods, looking out over the crowd the same way, eyes sharp. But all the Ministers take his words with a simple nod or a word of praise after they recover. The only one that looks nervous is Lawrence -- but looked nervous before you read the letter, so you chalk it up to personality.

"Hmm. I'm not sure what the point of that was. Thank you for meeting with me today. I have a few questions for each of you. To start, what technologies are being actively researched, Minister Armssmith?"

Emma shoots you a strange look, rolling her eyes and slouching back in her seat -- and you remind yourself that Internal Affairs is responsible for monitoring the inner machinations of the entire government. Its primary mission statement is to keep corruption in check and to sniff out disloyalty and treason within the Ministries.

"Research is a strong word for it. We're working our way up the ladder that SEED and yourself have provided towards integrated circuits and las-gun manufacturing." Armssmith reports, scratching at her jawline. "We need 'em to maintain our equipment."

"Can you give me an estimate in terms of time for reaching las-guns and looming? Is there anything I can do to decrease the required time, such as granting you additional resources or personnel?"

"Four weeks, maybe two months, to understand the proccess...then we have to manufacture all the specialized equipment using specialized equipment so we can manufacture another set of specialized equipment. We just need time. Got enough people -- and there isn't many trained and educated folks to spare." Armssmith offers, obliquely, before tacking on, "And...as...for the Looming technology-- I have misgivings on that. I will discuss them with you personally, as requested by Minister Emeralda."

"Understood. Thank you. Guardian Mack, have you been keeping an eye on former general Hardy? If so, is he staying on the straight and narrow?"

"Straight and narrow -- and in an urn." Lauren replies, bluntly. Isela winces, a hand coming up to rest on her shoulder, before she drops it back down."Actually no, I lie. We just dumped his ashes somewhere." Lauren finishes with a shrug. "People tend to die when one of their arms get ripped. I'm surprised you would bring that up."

So much for your promise not to kill him, Phoenix. Hmm... no body.

"I see. Even though Hardy was a traitor to his god and his nation, that whole incident was regrettable. In any case, do you have any evidence that the cult that was active in the Holy City might have some remnants here?"

Y'all should probably tell the council off for ignoring Emma when she was acting as regent.
