Our glorious Emperor is hosting a feast to celebrate the blossoming of his precious daffodils! There is shortage of grain for such a marvelous occasion and the Duke of Tróys has been tasked to provide 9 Grain to the Emperor's stores before Turn 4!

My money is on Odesaure as favourite. They're off to a rolling start and they've got plenty of places they can move without anyone bordering them. Thierre objectively has the best position, but the city-state investment reduction still gives a slower start than the +5 duke bonus.

If they went a pure investment route, a city-state like Thierre could do:
1 - 10->13
2 - 13 -> 17
3 - 17 -> 22
4 - 22 -> 29
5 - 29 -> 38

An expansionary duke managing to take one neutral territory for every 15 spent would look like:

1 - 15 -> 20
2 - 20 -> 25
3 - 25 -> 30
4 - 30 -> 40
5 - 40 -> 50

That said, each of those conquests is a gamble, and non-neutral territory gives less income (though is often easier to take). If just one of these expansions fails (likely!), the expansionary duke ends up similar in income to the pure investing city-state. Obviously a hybrid strategy is more likely, and the the expansionary duke is going to have to invest in defence much sooner, which eats into income somewhat.

The Growth of the expansionist Duke also depends on whether they use all their grain to guarantee victory, or if they split their expenditure.

For example at Stage 2, The Duke may choose to guarantee that +5 grain from conquest, gamble on an 85% chance and invest for a gain of +1 or +6, or double down and invade twice at slightly disadvantaged odds, for the chance of a +0, +5 or +10.

A Plutocrat may also gamble on some poor odds invasions with their remaining Grain, to muddy the waters further.
