((I also negotiated and co-wrote the Offices Addendum with Kakaluncha in PMs, so it might be a good idea in general to make sure you have the vote of the person who's bill you're modifying if possible.))

I'm only waiting for the chance to process the previous submission of developing sectors, orbital works, and research funding. Any corporate rep for the senate are going to be someone else, I'd rather make results than talk.

The recess time came to a close, and the Speaker returned to the podium, while the gathered representatives reassembled.

"We have, at the moment, arrived with proposals that are vote-worthy. These options will be the ones for which you will be able to vote and will be held to be the official constitutional order of the land."

Options lit up on the main screens at the front and on the desk of each senator.

1. Name of the polity:
a)Concordian Confederacy
b)Concordian Union

2. Constitution of Concordia
a) The Independents' Constitution (or Zhang's)
b) The Corporatists' Constitution
c) The 3P Constitution


"You may vote now. The voting is done in accordance with the UN Charter regulation on democratic process and voting, including anonymity of the vote and freedom from any overt pressures and impressions." (Voting by PM only please)

Ok, in the in the interest of untangling the OOC stuff from the IC, I can make a separate OOC thread, or we go with a Discord, which I am happy to make or for one of you to open up, just send invites and stuff afterwards.

Chloe returns from lobby to chamber and reviews over her notes, looking at what appeals to her the most. She folds them away neatly and then hands over a paper to Speaker declaring her vote.

"Well I done for now" she muttered before resuming back to her seat.

I am awaiting for one of the players to respond, since they appear to be absent, but yes, I am willing to accept new players now - they can start as either businessmen or politicians, but they will enter the parliament as reps and not full-fledged senators, unless they get party endorsement and/or get themselves elected.

This is the game document for the government and for politics. Individual details will be available to each player in subsequent PMs.

Number of senators for each party is more of a placeholder than anything, but the percentages are more or less representative of current level of support. I will roll for Independents and their selection of the proposals but I will try not to overturn player majorities.

Bio: Having spent majority of his life in military intellegence, John had to retire after losing leg and right eye  during boarding action against space pirates going not as planned , following that he used his connections and skills to make rather successful business in  private security sector  mostly  hiring retired military specialists
Assets: Easy solutions ( business name)
business description:  company officially focusing on providing corporate property/ corporate data theft prevention / supressing hostile wild life on newly colonized worlds, but often more then willing to perform more shady things for the goverment, if paid enough

Arthur stands and cleared his throat.

“We at the Peace and Prosperity Party have been in some late night talks with the Corporatists, and have the following to put forward.”

1. The creation of a federal system, located in Landing Point, which shall regulate the states, but these states will retain the autonomy to set their own laws in addition to those set in the UN Charter.

2. The creation of a primary assembly, the Senate, which will be composed of all present parties, which will work to solve issues

3.The establishment of the UN Charter as the official law. This law will set the foundation upon which we base all future laws. All states will be granted the right of adding local laws, to be abided by in those states. These local laws may not go against the letter or spirit of the UN Charter, but the states may appeal to the Office of Law, as set out later in this motion, to make their case for any particular law that will apply to their state if it is deemed to go against the letter or spirit of the UN Charter.

4.Following Point 1, we advocate for the Senate - in addition to Senators that bring forward, discuss and vote on motions - to retain a representative from each state, alongside the Senators. Representatives have the same rights as Senators in the Senate. The Senate will be the body to regulate taxes laws, banks, commerce...

5. Following Point 4, we also advocate for the creation of an international force, which would only answer to the Senate. This force would be tasked with aiding states during Middle or Higher issues.

6. The creation of the Office system which divides control of certain matters between the Senators best suited to dealing with them as described within this document.

7. We propose our planet to be named the "Concordian Union". Any alternative proposal will be taken into consideration.

The Speaker rose to the central podium again, with a rather unhappy face.

"While this proposal has entered late into the voting, it does appear to be an amended version of the previous constitutions. Given that you arranged it with Corpoatists, am I to assume that votes for your respective proposals are to be merged?"

He looked around, while the chamber filled with low murmur.

"This is highly irregular and will have to be considered an amendment to the constitutional proposal of the Corporatist party. Any votes cast so far for their option will also be treated as accepting this version, unless an objection is raised and filed with me. Voting shall be concluded soon, so please consider your choices carefully."

He looked at Arthur, somewhat sternly. "And please, no further amendments and options until the vote is concluded. We have deviated from procedures already, let's not make this into a habit."

"Voting has now concluded." The speaker announced. "The results are as follows - The state shall be henceforth known as Concordian Union, and its government shall be a federal system with a supreme Senate, as postulated by the Corporatist Party's constitutional proposal, including amendments by Peace and Prosperity Party."

Constitution of Concordian Union:

1. Concordian Union, being a free association of its constituent states and autonomous units, is a federal state with Capital in Landing Point.
2. The Union is guided by the Principles of the UN Charter, which are now held to be the foundation of all future and existing law and are held to be law in themselves where such prescriptions exist.
2.1 All states and autonomous bodies within the Union will retain their legislative and executive functions, including creation of laws that are to be binding on state level.
2.2 State laws may not contravene federal legislation, or be in conflict with the letter or the spirit of the UN Charter. Any such conflicts are to be appealed to the Office of Law of the Senate for legality and enforcement.
2.3 All freedoms of the citizens of the Union will be based on the UN Charter.
3. The Union's chief body will be The Senate, composed of elected representatives from respective states and autonomous bodies.
3.1 The representatives, hence known as Senators, are to be elected in free and impartial manner, as organised by the electoral committees of each state and autonomous body and in line with the UN Charter, or as legislated by the Senate. Their terms will be established in line with need and number of Senators as required by the Senate.
3.2 The Senate will be the supreme executor of the will of its citizens, being the chief organ of legislation and and executive, as well as judiciary power. The Senate may appoint and invest these powers as its sees fit, while retaining the ultimate right over these powers to dispose of them and retain them as necessary.
3.3 The Senate will invest its powers in officially established Offices, which will form permanent executive committees, and group senators of appropriate talents and skill to manage affairs assigned to each Office. Offices are described in the Offices Addendum,
4. The Senate will have the right to raise and retain such forces as it sees necessary, to enforce its laws and to preserve the integrity of the State, and to aid in resolution of any issues on federal or state level.
4.1. Said forces will be made up of units of mixed origin and with no sole source of allegiance other than the Senate.

Angleia realises that she has held her breath, and releases a soft sigh. She opens her hands, knuckles white from the strength of the grip.

"Gentlemen, I'm proud of the work we have achieved today. Future generations will rejoice under this constitution. Sadly, as much as I'd like to celebrate, we have many burdens upon us. I believe that before working through the details of our government, we should address the matter of the budget. Does anyone have something against addressing the budget issue?"
