My dwarves keep dropping clothes on farm plots

I marked them for dumping and built a small garbage dump nearby, but so far I can’t get them to haul away the items.  It’s driving me nuts.  Any suggestions?

The normal reason for dorfs dropping clothes all over the place is that they've claimed replacements (and will pick those up, eventually). If they've got private quarters they'll eventually return to pick up the dropped clothes and store them in their rooms (and in a cabinet, if they have one, otherwise on the floor/bed). If they don't have any private quarters (e.g. using a dormitory), the clothes will lie where they were dropped.
Dropped clothes are still owned, and I believe they're not dumped until ownership has been removed. DFHack as a functionality to periodically remove ownership of dropped stuff, but I believe it's a pain to deal with in vanilla.

Also, the ownership is only wiped in a season of resting on floor outside their bedrooms; inside the bedrooms it doesn't seem to wear off ( https://www.bay12games.com/dwarves/mantisbt/view.php?id=7680 ); tested recently in 44.09 and clothes in room were still owned after 2 years (after 1 year I gave dwarf new, better quality clothes for each one I made them drop in their room).

It is much easier to train yourself to "not see" dropped clothing. As long as you have the stockpile for the items, they will move as soon as the ownership flag is removed.
