So...

- It had rough analogues of DC comics main heroes (Superman, The Flash, Wonder Woman, etc)

- But they were EVIL, tyrannized people, and openly procclaimed themselves to be divine

- And they weren't quite what they seemed - they were actually body-hopping aliens who gave their hosts incredible powers, and had done this to a number of civilizations before doing it to humanity.

- Main evil character was a superman analogue and might have been called Atlas, or Antaeus, not sure

I enjoy a bit of sleuthing. I'm pretty sure it must be this thing, but if not, it's pretty close to what you describe. There's even someone called Atlas (but an Aquaman expy).
