Can snake men wear clothes in fort mode?

I made custom sized clothing for my King Snake man, but he won't wear them and is getting unhappy. I'm aware that there exists commands to force creatures to equip stuff, but will I have to resort to that every time he needs a change of clothes?

EDIT: He picked the dress I made for him, but his legs are still uncovered. Obviously he won't be able to wear the trousers I made, but dorfs can't make skirts. What to do? How do I mod the game so dwarves can make skirts? I'll hack a skirt in for him for the time being.

In my experience, most snake men can wear greaves, so trousers should work. You can always test in arena to see what one can wear - everything not suitable is dropped to the ground.

Dresses don't count as covering the legs as well as the torso?

Even if a piece of clothing covers more of the body, apparently only the part it's being worn on counts as covered for nakedness purposes, so you can't just make tons of cloaks for everyone. I heard that the now retired Dungeon Master noble was an exception to this and wore only cloaks.
