I generate worlds and in one aboveground civ was dead. But lair linked civs become playable (I try make them playable, but they not shown in civ choosing). They cannot be selected manually, but game select them random. Lair linked civs can embark with creatures and wood from all cavern layers (dwarves and modded civs have animals and food only from first layer, goblins can tame creatures deeper because their leader). This civs cannot mine, but I add them weapon version of adventurer stone axe, so they can fell trees. Like elves, they tame all creatures, so can embark with big assortiment of underground pets.
