Sure. it's 10 points, unless they were attacked/raided, after which they recover 1 point/turn up to 10.

Raiding can use a max of 50% of your points, Ruler.  You would have to send 3, and the most you could expect to receive back is 3.

I think it’s difficult to calculate whether investing or raiding has better point ratio.
