Much better, though I'd recommend perhaps mentioning how the steam heats the gun, helping it handle the cold?

”Hammer” Hybrid-Action Metallic Machine Ejection Rifle (HAMMER): The Hammer was the creation efforts of the Morecaz people for a weapon against the Jarnskeggi, a cold iron machine gun that would only need to be serviceable by a single soldier, a tool like a hammer that would be useful for all soldiers. The efforts of automatic fire has revolutionized warfare since its conception but it always had the difficulty of being stationary, horse drawn, and required mobility soldiers to utilize.  This would be difficult with the ever-encroaching cold and the Hammer is a sophisticated yet cheap piece of mechanical engineering, being constructed from the steel mills and wood it contains a recoiling barrel sleeve, as well as all the bolt moving parts, were precision milled from solid steel and always fully interchangeable with other weapons of its type. The barrels were standard rifle barrels attached to the gun that had been shortened from the muzzle end. The barrel radiators were made of ribbed cast aluminum. On the other hand, the outer breech housing was a simple metallic tube, and the rest of the gun was built of stamped metal plates of decent quality. Many questioned how a metal automatic rifle could handle the ferocity of the cold it was through a singe simple measure, overheating. The rifle barrel is designed to be overheated through continued fire, allowing to maintain its mechanical structure and detachable magazines in full combat effectiveness even when it was freezing cold.

The Hammer fires a 8mm rifle smokeless cartridge, thus the weapon has very effective combat ranges of up to 200m for effective firing range and a max of the bullet to about 2,000m. The mechanical action of the gun is based on the long barrel recoil principle with a gas assist at about 240 rounds per minute, utilizing the energy of the recoil of the firing of bullets to cycle the action of the Hammer for another bullet, it is even assisted with a gas-operated method in which high-energy gas goes against a gas piston and the recoil of the bullet cycle in the autoloading rifle makes the recoils and chance of jamming that much more mineralized. Often even lighter than one would consider a light machine gun being about 110cm in length with its 47cm iron cast barrel, only about 9.07kg when loaded with its 20-round on the bottom of the gun for its feed system. Being built with a combined a pistol grip, in-line rifle stock, detachable magazine, selective fire capability a compact package of manageable weight (20 pounds) for a single soldier. Furthermore, the Hammer could be fired from the hip and while walking with the assistance of its sling, thus marching fire by hanging the leather strap over a shoulder hook on the body. Always coming with a sling, this weapon serves the role of an assault weapon when needed for infantry and can fit in SAW roles when some of the ones build came with deployable bipods.

So the question is thus;
Very simple, basic mundane gun that we can pretty much guarantee will do well
A more complicated basic gun that starts us down the route of funky steam-tech and is protected from the cold.
Or a machine gun that's practically designed to explode.

The reason I'm not voting for the Hammer is that there's pretty much three options:
A. They are horribly unreliable, constantly breaking in the field from just performing their intended function
B. They are significantly more expensive than normal, because we have to be continuously be making new replacement barrels for the ones we already have so that they don't break in field.
C. We have to make some kind of strange wonder-metal to stop them from breaking, likely increasing the complexity and/or cost of the weapon quite a bit.

All of which are the last thing you want for our basic weaponry.

Making our infantry march around with boilers strapped to their back doesn't sound particularly ergonomic, but what's the worse that could happen?

As mentioned in the previous turn, the most exciting field of battle this year will be in the Arstotzkan capitol, with plenty of close-quarter fighting and siege warfare.  Arstotzka, accordingly, spent their design phase developing a high-altitude tactical bomber.

I mean, boilers can be armored. A gun that's designed to overheat and then super-cool is flawed down to its very core. The best that could be done would be to remove the feature entirely(or rather, to just not be a moron and use it like that), and then you have a gun that struggles with jamming in the cold.

Prelude Design Phase: Small Arms

Proposal: Vent Rifle

Without gunpowder or a proper machine shop, the survivors turned to the heating units ruined by the raiders, creating steam operated guns that operated off a backpack mounted boiler. The rounds were loaded in from a leaf spring-pushed box magazine with 15mm rounds. A dial adjusts the regulated pressure of the firing chamber, with calibrated markings. Pulling the trigger opens the valve briefly to fire the projectile at high velocity. A lever, commonly wrapped in leather, brings the bullet from the top of the magazine back with the open pull and slides it into the firing chamber and reseals bottom of the steam changer with the closing pull. The lever hinge is pinned through the gun, and the lever mechanism can be removed to clear the chamber in case if jams. The magazine holds five shots. The stock is formed out of wood, and a light iron shell over the gun received covers the firing mechanism section. A rubberized hose connects the boiler to the gun, and the heat from the steam heats the body of the gun, though the wielder will not get burns due to the reciever cover. A small metal jacket connects to the barrel, providing an air gap to protect against the environment, with a flange pointing down under the gun. A metal, leather wrapped angled grip is pinned through the bottom flange. A ring and post sight is set on top the gun.

Difficulty: Hard [-1]
Result: 1+1-1 [1] = Complete Failure 4+6-1 [9] = Above Average

After taking a full tally of what little remained within the settlement, our situation looked quite grim indeed. The hunting supplies? Stolen or exposed to the elements for so long as to become inoperable. The workshops? collapsed and looted of anything of worth. The demolitions equipment? Detonated in a desperate attempt to deter the Jarnskeggi. The only thing of any real worth that remained were the wrecks of the settlement's heaters, or at least those that the invaders had deemed too damaged to be worth taking. Luckily, the engineers who had operated the colony train's were already intimately familiar with steam technology, and so did their best to put their skills to use in designing a gun based on the heaters' designs.

The result was a strange-looking, bulky device somewhat reminiscent of a vacuum attached to a water boiler. This Vent Rifle, as it came to be known as, bypassed the need for the gunpowder used by more conventional weaponry by instead building up huge amounts of steam pressure before propelling a 15mm round at high with an ear-splitting bang. Using a dial attached to the firing mechanism, the wielder can fine-tune the amount of pressure built up before firing, making the device useful at a wide variety of ranges, albeit taking longer to fire the longer the distance to the desired target. However, despite having an impressive 5-shot magazine for such a powerful weapon, the vent rifle was admittedly rather slow to fire, sometimes requiring several minutes to build up enough pressure to accurately hit a target at long range.

Despite this, the vent rifle's incredible stopping power proved to be more than sufficient to repel the Jarnskeggi's initial scouting forces, turning several raiders into bloody chunks before scaring away the rest with the frightening bangs produced by the discharge apparatus. But that was a surprise that would only work once, and next time the raiders would return prepared.

It is now the Revision Phase

Vent Rifle MK. II
The Vent Rifle pushed back the Jarnskeggi, but it needs some more work if we're going to keep them out.

The main modification is we've altered the boiler to work off natural gas, noticeably decreasing its size and lowering charge time. Additional modifications include a secondary regulator, allowing two steam charges to be precharged, and a slightly smaller 13mm bullet that allows even quicker charge times.
