First time modding in a civ, in need of help. (No DFhack.)

So, I've been trying to mod in a race of night dragon people (because dragons), and the game doesn't generate their civilisations in worldgen. I've used elves as a template, but started from the dwarves for biomes. I've looked up multiple guides and can't seem to get it to work. help.

Can you copy and paste just the raws for your dragon creature and custom entity?

Do you have an errorlog?

Are you sure that they aren't spawning? You need [SITE_CONTROLLABLE] if you are trying to play as them in fort mode.

Its possible that cities can't be placed in mountains. Try changing the starting biome or the type of default site.

I checked the error log and found out I used the wrong biome name, It should work now, thanks. :)

So. after a couple successful attempts I went onto changing a few more things, and now I'm having the civ generation problem again. I've gone through the files multiple times and can't seem to find the source. :(
