Civilization revival

I'm currently playing in a world where dwarves have been all but wiped out. My civilization had 1 site, when I started, with roughly 100 dwarves. I now have 3 sites and about 200 dwarves in my civilization. What I want to do is play a dwarf adventurer, but that option is still unavailable. I'm curious if anyone knows definitively whether it's possible to bring my society up to a point where I can play a dwarf adventurer? I've read where several people speculate that it is, but I wasn't able to find anything definitive.

I have never been able to get this to work with resurrecting civs. Would love to hear a confirmed example.

Assuming the requirement for a dwarf civ adventurer is the same as for a non dead civ (according to DF's reckoning, not logic, as the reckoning is somewhat broken), I suspect (without knowing) that it's not possible to revive a dead civ. In fortress mode that would mean being able to get a monarch and caravans after having been denied it (if so, probably when starting a new fortress), and I've not succeeded myself, nor heard of anyone actually doing it.
