You do. I will make that more clear in the instructions. My apologies.

Nice catch. I actually intended for capture benefits to be permanent until recaptured, but players didn't seem to take advantage of it. 3 games and dozens upon dozens of turns later, I just got rid of it.


This is why you see the green "check" in the early matches.
