Spring, 1890, Design Phase.While we can all say that our ships have proven themselves to be better fighting ships than the peasants ton for ton, we must grudgingly acknowledge that when it comes to speed the peasants have out classed us. The project lightning aims to close the gap if not overcome the speed advantage the peasants have enjoyed this year through two aspects. The first aspect of the project looks to do away with with the old triple expansion steam engines for steam turbines. Additionally drive system is altered to include a gear box allowing us to have more speed control with out having to reduce steam when ever we need to slow down. The second aspect looks to replace the fire-tube boilers for water-tube boilers which should allow for us to produce higher steam pressures in our boilers giving more steam power with less or smaller boilers.

Despite our work seeming to be likely to take quite some time, the addition of more resources to the project have proven vital to cutting down the time required, and much more progress had been made than what would otherwise happen without the assistance. Regardless, the project won't cost too much to work on itself, and should likely be finished at most in 6 to 7 months barring major setbacks or no funding.

The project itself, at least using the prototypes, shows to be extremely promising. It is likely a bit costly due to our shipbuilding industry being better equipped at installing the older triple expansion engines and the training as well as industry and equipment required to be shifted over for the new engines production, along with the obvious time consuming task of replacing machinery that will likely be undertaken in order to equip existing ships with them. Yet, despite this it is proven to be well worth the cost. Early tests show the engine is reliable, almost like an exact opposite of the old "kick it till it works" of the older versions of the Central Rangefinding Station. In fact, nothing short of it getting proliferated with shrapnel or directly hit is likely to damage the machinery itself. Additionally, it's highly effective at its job of making our ships faster. In fact, given the results we have found from the thing, we'd not be surprised if this was actually what the peasants were using. Of course, likely a worse version of this, after all anything they can do we can do better.

Some time is spent working on the armor, and it comes just that little bit closer to completion. We'd have expected a bit more progress, but overall we are only slightly behind schedule and should be able to catch up with ease. Regardless, our work will still take some time, but overall, good progress has been made, mostly due to the amount of support given to the project.

Serpent Class Light Armored Cruiser: A Armored cruiser armed with three six inch guns, two in a forward turret, one in the back. Additionally has a secondary armament of six three inch guns, three on each side of the ship along with two submerged torpedo tubes, one on each side. Capable of a surprising nineteen knots at flank speed, and armored with three inches along the ships belt with the main turrets having a similar level of armor. Has had a central rangefinder installed in the bridge.
