Is it possible to influence the population in the world?

Tell me please.  Suppose, if I create a fortress, through a dfhak, I will populate 1000 migrants into it and immediately abandon it.  Dwarves inhabiting her disappear or disperse the world?  Is it possible in general to influence the population in this way?  Will they build new fortresses on their own in the near future?

If your civ has a low to non existent population, most or all migrants to a fortress are "void dwarves", i.e. they are created from nothing (and have no parents). If you then retire the fortress and then create a new one, most of the migrants will migrate from the previous fortress, with only the expedition leader/mayor behind.

I don't know what happens if you DFHack new dorfs into existence, nor what happens in detail if you abandon a fortress, but I expect the hist figs to remain in the world in one way or another rather than go up in smoke.
