TACTIC - Augmented Learning (TACTIC-AL)
The Augmented Learning revision is just some improvements to the TACTICS software. To be referred to as TACTICAL or TACTIC-AL. We removed the "System" to fit the backronym better as it felt redundant in the name. We told our computer scientists we'd give them a bonus and maybe a raise if they could fix it; and that we wouldn't fire them We just had our amazing scientists take another go at the software, patching up the problems.
We have two main issues that prevent proper operation. Luckily, these issues are both simple and can both be covered by a revision's scope.
Security: While this could be a revision in its own right, we've decided to cut back on this for now. We simply want to implement a password and basic HTTPS-like encryption enough security to avoid accidental interference by non-authorized devices, and beyond-trivial access by aliens. Again, not much time on this -- we're hoping that the computer language+software+actual language barriers will keep the aliens away from hacking our stuff until we revisit security again as part of another revision/design.
Input: Likely this is what hurts performance the most. But luckily it's a problem that we have lots of resources to solve. Our computer scientists probably had to go off of publicly-published works for the gesture/input recognition system. So let's tap into our "being a secretive worldwide conspiracy among the most powerful nations" thing a bit more.
Get the US to subtly pressure companies to hand over internal knowledge and schematics for things like the HoloLens (which does eye-tracking and finger gesture recognition), Kinect (its entire thing was gesture recognition), and products other lesser-known companies. It's not like we'll be competing with them in the free market.
China is also a valuable sponsor for this thanks to their (scaryingly dystopian-like) ongoing government research into general advanced recognition software. We can ask them to hand over the stuff for the good of the world a bit more directly than with the US and companies.
Then we just get our scientists to take lessons from what the various products each did right and apply them to the TACTIC-AL.
If we have the time, we can also call our Chinese representative and ask them to get someone from China to ask Malaysia to release the drone shipments. Why our logistics network ended up buying civilian drones from wherever the hell they did instead of just going to a toy store and buying some there, we don't know. But oh well.
In summary, we patch up security just enough to not get pop-up ads, and use our sponsor connections to get internal knowledge+data+schematics on relevant products for gesture recognition and whatnot, so we can learn from what they did right and apply it to the TACTIC-AL, hopefully fixing the control+input problem.
Also, sidenote, we should make sure Engineers can still uplink their tablets to TACTIC-ALs so they can control it more precisely when needed, and still control it at all if this revision crashes and burns).

It took a while, but we got our security issues figured out. We strongly suspect that our previous security systems had been compromised by several state actors working a cross purposes, which caused additional crashes, overhead and complete failure of system security. Elimination of this security infrastructure has made the system more secure, but not too much. We're pretty sure our replacement has also been compromised, but whomever's doing it is doing a pretty decent job at keeping the system secure.
The motion control system has been reworked utilizing data from all our partners, and it's a massive improvement. While it is scary just what data we managed to find, the availability of readily applicable control systems has allowed us to progress rapidly on this part, and create a truly adaptive system that manages to understand what every person wants, and adjust to people and situation on the fly.
Since we had some time left, we also made a smartphone and tablet app.
PS: Oh, and our drones arrived. Weird how that got sorted out so fast.

INCOMING ALIENS DETECTED
Bogey 1Vessels Detected : 1 Small Vessel
Location : Canada
Current Situation : Landed
We've detected 1 small alien vessel, setting down in the Algonquin National Park in Canada. We're unsure of their intentions, but they appear to be trying to focus on avoiding detection. There's little potential targets in the area, except for the Algonquin Radio Observatory, which happens to house a back-up uplink for XCOM's command network. With the link inactive there's no way they could know it's there, but it is worrisome.
More peculiar, there's been some unusual activity at the site. It's supposed to be some kind of test, but our scientists have no idea what the scientists at Algonquin are trying to do, and they've been cagey on the matter.
Due to our early detection of the aliens, and the forested nature of the Park, we expect that we can engage the enemy in an area without many civilians around.

Location : India
Current Situation : Airborne
Another bogey, picked quickly by our base radar. We're uncertain about their force composition or destination, but they appear to be heading to Gurajat, a state on the Indian West Coast. The state is important for it's archeological discoveries, strong economy and infrastructure. Potential targets include powerplants, major sites and several major cities.

We've received reports of an attack in Brazil that is already in progress. For unknown reasons, aliens are attacking the National Museum of Brazil. Eyewitness reports speak of 2 alien types. A small diminutive gray alien with a diminutive head armed with some kind of plasma weaponry, and swarms of a small, flat floating pancake shaped alien with considerably too many eyes.

Current Situation : Landed
We've got reports of another attack in the South African interior. Aliens are attacking rural villages, stunning people and dragging them aboard their ship. Like in Brazil, the gray aliens and pancakes are both present and assisting in the operation. Unlike Brazil, we've also received reports of weird glowing boxing positioned around the alien vessel.

Raven (Interceptor) : Way beyond the bleeding edge of technology, the Raven is far beyond any other jet fighter ever build on Earth. With upgraded avionics, adjusted tracking, and advanced pulse detonation engines, the Raven is capable of pursuing even high speed alien craft. If needed, it can use it's avalanche missiles to shoot down any intruders. Cost : 1 VP
Skyranger (Troop Transport) : World's first supersonic troop transport. The Skyranger is high speed, heavily armored troop transport, capable of deploying and retrieving two squads of soldiers in various situations. Cost : 1 VP
Equipment
Standard Issue Weaponry: The best of the best (within reasonable price range), from armories all over the world.
Breaching Charges : Heavy duty demolition explosives, great for blasting into enemy UFO's if you don't particularly feel like getting them intact. 1 EP
Autonomous Portable Weapon "Guardian" : Autonomous 20mm man-portable deployable turret. Can be operated in assisted or autonomous (fire at anything non-human) modes. Heavy. 1 EP.
"Sky Eye" Recon Drone : An unarmed civilian recon drone with multi-spectrum optics capable of interacting with the Guardian system. Limited by data throughput issues. 0.5 EP.

Training Program
Rookie Training Program : New recruits drawn primarily from member state militaries, who have completed basic introductory courses to bring them up to speed with the XCOM project, but are basically normal soldiers. Cost : 1 Unit Points.
Operator : Soldiers who have completed at least one batch of Killinghouse tests with adequate scores. Cost : 2 Unit Points.
Master Operator : Soldiers with extensive experience with the XCOM project, and considerable training on the Killinghouse's most difficult courses Cost : 3 Unit Points.
Close Combat Specialist : Assign a close combat specialist to the chosen squad. This does not increase squad size. Can not be deployed independently Cost : 1 UP
Engineer : An engineer specialized in the use of drone, robots and turrets [Decrease cost of 3 pieces of applicable equipment by 0.25 EP] Cost 1 UP

- Investigation : A basic investigation mission, that tries to find Ethereal symphatizants.
