Design Phase, February 2020

Proposal: "Veteran" Paralytic Agent
Difficulty: Very Hard
Result: (6+5)-2=9, Above Average

Getting our hands on the proper equipment, data, and resources to create a powerful paralytic was difficult, but not impossible. Thanks to some anonymously greased palms we were able to siphon what we needed from laboratories within Russia and begin our good work.

The "Veteran" is a slick, colorless tacky substance with a smell not unlike honeysuckle. It will adhere to surfaces, but can be wiped away easily enough - though a thorough cleansing would be needed to ensure no residue remains. Once absorbed, the water-soluble agent quickly attacks the nervous system and causes rapid and sudden contraction of external musculature radiating from the point of contact. Vital bodily functions are largely uninhibited, though there is a small chance of cardiac arrest or lack of blood flow to the brain resulting in significant permanent damage or fatality.

Currently there are two methods of application: directly coating a surface in the hopes that the target will interact with it without protection, or the VTDC - the Veteran Tactical Dispersion Canister.

The canister is roughly the size of a soda can with an external shell wrapped around the dispersal mechanism itself. When triggered remotely the internal canister pops up roughly half the height of the device, exposing a series of nozzles that utilize compressed air to spray the paralytic agent in a rapidly-settling cloud. While very useful, the area of effect is unpredictable, exposure and therefore individual dosage is random, and the canister must be standing upright to be effective.

Additionally, palms which were greased have been, ah, regreased upon creation of the Veteran. We need not worry about loose ends.

It is now the Deployment Phase. Propose operations and investigations you wish to pursue, or attempt to secure an anomaly for yourself. Remember that you may aim to follow specific leads. With the introduction of leads I also feel it is pertinent to mention that multiple teams can be sent to investigate the same anomaly should you wish to focus on multiple leads. Remember too that you aren't limited to the leads I mentioned. Not only will I not tell you everything that could develop into something else, but some of the ones I give may be dead ends entirely. Just thought you should know before I drop The Big Oof on someone.

There is a bonus to investigations if they go uninterrupted and you don't juggle personnel around the world.

I should also mention that, due to a general lack of activity all around, I'm removing the "keep it off discord" restriction. It may miff a few people that I've reversed my decision, but that's tough cookies. I want people to communicate and get excited, and while the time between updates certainly didn't help, there was still minimal conversation on either side of the Operational Status Report. I will still push that discussion on Discord be carried over so people remain in the loop, since I also hate when people go "as discussed in discord..." and post something without in-depth explanation, but it's easier for people to work up excitement when they can communicate rapidly.

I also want to express the fact that I would love some fluff written about your organization and it's employees. While it won't do much in the way of mechanics, it's creatively rewarding to be able to follow a specific agent's path through operations. They won't get plot armor, but it'd be cool. I like cool.

I discussed on Discord that I didn't think we were well-equipped to handle Chile, and that we're much better able to handle the two urban environments; I would like to secure dominance in these two areas (especially putting our larger count of field agents to good use) and let the SCP Society have Chile; two to one on anomaly areas seems like a good trade to me. Additionally, I want to avoid direct physical alteration in the Vatican, though I still want to fuck them over, as the fact that the niece was hit by her partner frequently makes me suspect physical altercation is a potential disappearance trigger.

Quote from: Adeen, Dva, Tree, Chetyre
3 Agents: Investigate the lack of presence of a third agent that should have been there in the Vatican, in the Vatican.
3 Agents: Attempt to ambush and/or booby-trap other investigators of the anomaly in the Vatican using the Veteran. Avoid direct physical combat.

3 Agents (incl. A+ agent): Use the A+ agent as bait, keeping him under careful guard and preparing Veteran traps.
4 Agents: Attack other anomaly investigators, keeping in mind potential surveillance drones. Assist bait group if necessary to prevent mission failure.

Operational Status Report, February 2020

Vatican City Operations

After poring over our employee rosters, deployment plans, and paperwork rolling back to the foundation of the OKB a few months back, we were able to confirm a use of food, supplies, and facilities that lined up with a full complement of agents. Considering the nature of the reports in Vatican City, we dedicated efforts to locating this mysterious "Third Agent".

Unfortunately, when you have no idea who or what you're looking for, it's difficult to follow a trail. Thankfully there were two other agents around when the third disappeared, even if they had difficulty trying to remember it. Thorough questioning by the newly-arrived agent revealed that they did have vague recollection of trying to contact this anomaly. They described the memory more as a fuzzy, cloudy dream, where the harder they tried to recall it the more it slipped from their grasp. One of the agents vaguely recalled seeing his father in the room, who we were able to confirm is still alive and well on the family farm. The agent described his father as someone who he could always rely on, and that in no way could be the entity itself.

When attempting to contact this entity, the agents both recall having a turn at wanting to vanish, but to no avail. It wasn't until the Third Agent tried that things went...odd. Neither knows exactly why the Third Agent managed to trigger the anomaly, but they did.

A second team was deployed to identify and interfere with competing investigations. They were able to identify a trio of investigators and, eventually, their safehouse in an expensive-looking hotel. The trio observed this group come into contact with the same Aunt we'd questioned last month. They were posing as Church-sanctioned exorcists and met with her on a regular basis. During one of their meetings out the team broke into the safehouse (after determining none of those pesky drones were afoot) and went about coating a number of surfaces in Veteran agent. Unfortunately their op went sideways during exfiltration.

Shots rung out from a doorway down the hall, striking one agent multiple times and forcing the other two to take cover. The assailant, someone in civilian clothing, popped out with a handgun and opened fire on the scrambling agents. One took cover in the rival safehouse, where he noticed a peculiar black metal ball, not unlike a miniature Magic 8-ball, glass lens and all, glaring at him from it's perch in the corner above the doorway. Unfortunately at this point the investigation had yet to identify the underlying cause for triggering the anomaly, and so the agents were following orders to avoid engaging in conflict. A fire escape in the rival safehouse provided one agent the means to escape unscathed, though the third infiltrating agent caught a bullet in the ribs trying to cross back through the hallway to follow his compatriot and details of his fate remain unknown.

As you know, near the end of the month we responded to a security breach at the perimeter of our facility here. The person in question claims to be our missing agent and has knowledge befitting an OKB field agent. He is currently sedated in one of our holding cells.

You currently have a few leads to follow up on for the next Deployment Phase, however you can opt for a general investigation, or perhaps look into something else entirely that caught your eye - if you plan on being investigative. Remember to revisit previous reports for more potential threads to follow up on.
Interrogate the "Third Agent"

Hong Kong Operations

First, the good news. There are no reports of any further investigative interference in regards to the anomaly past that of local law enforcement. It seems as though we scared off whoever had set up the parallel operation there.

Our investigation into the anomaly proved to be a limited success. Without much to go off of, the agent with blood type A+ was sent out to walk the street at random times for varying lengths in a variety of different areas within Causeway Bay. It wasn't until late in the month when something happened. The agent was kept in constant contact with the rest of the team and during a walk just past midnight. We've included a transcript of the communications below:

Quote from: Potential Contact, 25/2/2020
Bait Agent: One of these nights I'm going to be mugged, you guys know this, right?
Handler Agent: Calm down, man. You've been fine so far. And besides, you're telling me a street thug is going to be capable of taking you on?
BA: Eh, I guess you're right. I suppose I would be able to ki-
BA cuts out for a moment.
HA: Hey, you there? Something wrong?
BA: Yeah, no, it's fine. Street lights just flipped off. Buildings too.
HA: We're fine over here. I guess we've got to scrub tonight's op.
BA: I can't see shit out here anyway.
HA: Let the moon light your way. (HA chuckles)
BA: There's (static) moon (static), you shi...what's (static) smell?
HA: You're breaking up. We've lost visual on you, just turn back. We can try again tomorrow.
BA: No, it's (static), I can (static) fine. But what (static) that smell?
HA: Ignore the smell, man. Just RTB.
BA: No, I definitely (static) find this (static).

For a few moments HA tries to contact BA, with no response until:

HA: Damn it, answer me! (HA's voice becomes distant as they speak to someone else in the room) We need our response team to find him, now.
BA: (an echo accompanies their voice) Hello? No, it's (static), I'm fine. I think (static) the source (static) odor.
HA: Fuck the fucking odor, you need to get out of there. Something's wrong.
BA: I...what the (static) that thing? Shit! It's (static) me! Fuck!
Rapid footsteps can be heard as well as heavy breathing from BA. An unsettling consistent whine in the background rapidly becomes louder.
BA: Can't (static) face! (static) claws! It fucking (static)! It's AAAAAAGGGGGGGHHHHHHH!

The recording ends with static.

Our agents were unable to recover the bait agent, and the only thing of note they uncovered when trying to locate him was an open manhole into the sewage system.

You currently have a few leads to follow up on for the next Deployment Phase, however you can opt for a general investigation, or perhaps look into something else entirely that caught your eye - if you plan on being investigative. Remember to revisit previous reports for more potential threads to follow up on.
Investigate the Sewers

Once again, due to the lack of Contained Anomalies no experimentation can be done. That means I'm cramming the Information Phase's world info here but we're technically entering the Design Phase. In the future this will be when you decide on experiments and stuff like that.

There are currently no updates in regards to the Chilean anomaly.
Strange music has been heard deep within the Pine Barrens of New Jersey, USA.

Field Training Academy
thanks to the Horrifying rate of attrition we're currently suffering; the need for a more rapid way to recruit agents was clearly noticed.
thusly, the Field Training Academy was developed to alleviate this problem, by increasing the potential number of recruits substantially, through various training programs ranging from marksmanship to interrogation, and Indoctrination.

Design Phase, March 2020

Proposal: Field Training Academy
Difficulty: Normal
Result: (6+6)+0=12, Unexpected Boon

The Field Training Academy was intended to act as a means to pull candidates that were slightly underqualified and get them to the level we expect our Field Agents to operate at in order to increase the pool of potential recruits. Due to the heavy reliance on our field operatives more funding was siphoned to the project than expected, and results have been astounding.

While we only gain one more recruit per monthly training cycle, intensive training and consistent testing of our agents has resulted in a slight, but noticeable, increase in performance in the field. While direct confrontation with non-anomalous entities is still very much dangerous, we are less likely to suffer from outright fatalities.

Training exercises have also resulted in the Elite Specialist. The Elite Specialist is a unique type of Field Agent with a maximum cap of one at any given point. The Elite Specialist is a Field Agent who is extensively trained in anomalous activity, having been a Field Agent during the glory days of the SCP Foundation pre-collapse. While no more effective in combat than a standard Field Agent, they are a great addition to any anomalous investigation.

It is now the Deployment Phase. Propose operations and investigations you wish to pursue, or attempt to secure an anomaly for yourself. Remember that you may aim to follow specific leads.

so here's a plan
  • have 8 dudes go to Hong Kong as the capture team that investigates the sewer with Ratnik, AK-12, and veteran
  • have the specialist and 1 other guy act as mission control for the Hong Kong team, if we grabbed the enemy agent's try to figure out its manufacturer
  • 3 guys go to Vatican to investigate the aunt
  • have base personnel talk to the 3rd agent

Here's my adjusted take on it:
Quote from: Elite Operation
Hong Kong: 5 Field Agents (one with A+ blood) and the Elite Specialist search the sewers in the evenings to nights, captures the SCP if possible. If the A+ Agent is drawn to the mysterious odor, the team follows closely and attempts to capture.

Vatican:
Three Field Agents investigate the Aunt in the Vatican.

Three Field Agents create a decoy hideout, heavily trapped with Veteran, and attempt to bait the SCP Society agents into attacking it.

Base:
Bast staff interrogate the Third Agent, try to avoid being in the same room as him and face-to-face contact.
