Are structures still disabled?

What kind of content is the server missing without structures?

According to this page, only dungeons and desert wells should still spawn, so now that you have got villagers, the most prominent deficiency on the server would be the abscence of an End portal and the End dimension?

Looks neat. Hopped on and ended up wandering near Port Vast, interesting area.

Is there a list of current settlements or the like anywhere?

I just joined and walked to the Portmouth Colony. I think I'll settle there, maybe "build" a boat.

First Hearth (not far from the spawn area) Has a map and a lectern with a book. The book has a list of settlements and coordinates.

I delivered two villagers to Brightplain Ranch. It was a huge ordeal, since villagers only path to beds at night, and a legion of zombies spawned (not to mention the phantoms.) Thankfully, the zombies seemed to ignore the villagers and target me. They did trample some of the ranch's wheat, though. The villagers also kept trapping themselves in the livestock pen, but I eventually got them sealed inside the house.

There's a custom NPCs mod, but idk how up to date it is?

Thanks for the assist, Bumber! I'll build houses for them as soon as I can!

EDIT: Or not... While I built the houses, both villagers died in a raid...

I sent new villagers, this time using minecarts with temporary tracks. Finished just as the sun was setting, with the only threat being a creeper that tried (unsuccessfully) to get the jump on me.

I'm asking because the ones you sent over again are dead again (they got trapped in the animal pen because they apparently can't walk through fence gates) and at this rate I may need to bring a pair over myself.

I lure them into the cargo elevator using a bed at night, then have them ride a cart to the surface. After that, I wait until morning, remove the iron door, and run tracks through it. I place and remove tracks as I move the carts towards the ranch. When I get them there, I use an activator rail to kick them out of the cart.

The alternative is to do it at night, placing and removing beds. Faster, but more dangerous. You can sit on a two-block pillar and kill any zombies, but other mobs might knock you off. I assume the zombies will target the villagers if you die or get too far.

I'd recommend keeping a pair of breeding villagers underground so you can just breed replacements. I'll try moving some nitwits for that purpose. Also, light up the inside of your animal pen and remove the planks that let mobs/villagers get in.
