Workers are born, not made, at the end of the turn. So no, it doesn't cost logistics, since the born worker isn't actually performing an action. Likewise, they don't eat food, since that 3 food represents them.

And yeah, top was supposed to be gone. Thanks for pointing it out. Just missed it.
