In the given silly example, there are a number of things to note, given potential situations.
-If only one proposal could go though, then the vote is 4 to 3 in favor of Sharks.
-If more than one proposal goes through the vote goes to simple transferable: the item with the least goes away

What does Alien Other methods mean, by the way?

 Stargate, Kaiju-makers, hidden precursor civilizations, anything that gets to earth by methods other than via space.

 As for that magic system, well, if you dont mind lack of magitech, you can do that here. But gotta have some drawbacks to the ability to burn through tanks by flicking yer fingers.

 Yeah, every magic system I have ideas how to implement directly breaks advanced tech(integrated circuits and better) due to need for balance, so no magical AI. AI can, however, be done with any form of aliens, since none of my work with them has any magic either for, again, balance reasons.

 Sorry for the double post, however it has been brought to my attention(Im not sure how I missed it, but I did), that there is, infact a lead on votes. However, "Alien AI" is not a votable option.

 You can still be an alien AI, however you still need to vote for what kind of aliens you are, if you arrived from space or via other means(been on earth all along, portals, whatever).
