So, can I challenge someone and then use the money to evolve or fuse after they accept?

So long as neither person has chosen their pokefusion/attack. You can't challenge, wait for them to accept and send out their Blastmander and then spend ages shopping about trying to beat it. You can challenge and then immediately upgrade your pokefusion, or upgrade it after they accept if they don't immediately declare their attack.

Does that make sense? I want there to be a bit of surprise upgrading without turning every fight into a protracted arms war with shopping for new Pokemon.

Challenge William to a fight, and spend 100$ to unfuse and fuse Butternat into Venofree if they accept. Don't spend the money if I'm not going to fight.

Hector13, you're allowed to accept and fight a challenge while waiting on someone else to answer your challenge, but there is no penalty to declining if you have a challenge pending.

Definitely after. The type strengths and weakness apply a modifier to the raw d6 roll, and then traits and evolution is added on afterwards. You can see this in the first fight (though not the second as there were no modifiers at all in that battle).
