Done, new version is at original post, now, onto design phase and certain other things (things I need to do for your faction).

Iso Program: Citizen Generation

Using the basis of the Iso Generation Pools as the base program, we create a new era of thought for everyone in the city. Everyone should be  to learn and improve after all. Who knows when the next genius will appear from our ranks.

Use ISO Program found in ISOs to add to our Civilian Generation Pools, allowing them to learn new things, including the ability to make more complicated/difficult to produce gear and items. Inspires a sense of Civic Duty in them as well. After all, are they not the better option going forward than our foes?

I foresee a turn of standardizing our manpower this turn before we actually make new gear. Revision is along the lines of adjusting the ISO Pools to more reliably generate ISOs in the Conscripts, hopefully doing away with ordinary Conscripts entirely eventually.

Add in the fact that having the ISO program identified is also a good thing for later proposals.

Sea, Angel.
Manta class sub carrier.
An advanced submersible, developed to deal with our need for a cheap and effective version of the carrier for use on our home turf. This craft is heavily armed, capable of killing just about anything- even carriers, carries about the same amount of troops as a standard carrier, and can provide heavy fire support for shore landings, and it packs all of this with the ability to slip under the water and creep away, nearly undetectable. It is currently Very expensive, an incredible step up from the normal carrier, and it effectively eliminates supply issues in sea zones along with being energy efficient, however, it cannot operate outside of sea zones, merely provide long range fire support to land based offensives.
And this is where the Sachiel type angels come in
An accidental creation, formed from an accident with the Iso pools, this creature is somewhat pilotable/directable, and is incredibly fast, both on land and underwater. Its main unique capabilities are threefold, its incredible durability and self healing, its eye beam, and its ability to fly short distances/glide down from high altitudes. The eye beam is a potent weapon, suspected to be able to even pierce the armor of most carriers, and able to hit them, it can shoot just about anything it can get line of sight on, within visual range. It's durable enough to survive tank shots and almost anything else we throw at it, though it was damaged, it healed itself fast enough to render the damage deal meaningless within a few minutes. This entity is a National effort to produce.

Roll (4+1) 5, Below average.
Though we attempted to isolate the ISO code, and nearly succeeded, we lack the ability to rez ISOs, we still just have to make the right conditions and wait for them to pop up. We have however isolated some parts of the learning algorithms used by some Isos and have also created ISO gen pools for creating civilian ISOs. Overall these have had a negligable impact, due to rollout issues, but they could easily be improved into something much better with a little more effort into the production side of things.

ISO-Algorithm Boosted Conscript: Soldier V1.XX
Our goal with this revision is to isolate the code that allows ISOs to take more punishment and fight more effectively than the standard conscript; Thereafter, applying them along with the basic learning algorithms to our conscript rezzers greatly increasing the general capabilities of our standard soldier. if possible we will also try to reduce their fear of derezzing substantially.
Edit: After some deliberation we've decided to leave them with the ability to fear derezzing, and instead removing the code responsible for panic and catatonia to insure they can intelligently defend themselves even in the worst of situations.

Jump Pack Version 1

Taking from our Gen 2 Cycles, and the basis of the Sachiel-type Angel's own flight system, the jump pack is a persistent item that uses small boosters to allow our allies to Jump with them.

... They can also be used to slow descents, so there is that.

I state here that fear is a good thing, it tells you there is danger, so they learn to avoid it when possible, boosting survival rate. Taking it away is not the best.

Also, Design next turn to deal with production methods, which will cheapen our stuff.

(6) (just doing the totals now) Slightly below average.
Well, you seem to have a significant miss-understanding of how ISOs work and why they are so durable. ISOs are durable and effective because of their chaotic and incredibly complex code, often filled with redundant processes. Combined with how they form we can't actually reverse engineer general pieces of code, we can however, replicate the functions with less complex code. We've managed to reproduce a lesser version of the type of code that lets ISOs learn, and have added some redundancies to our conscript's code. However, this has made them more difficult to manufacture, and actually amplified their fear of being derezzed, they'll survive, but they'll hardly ever make heroic sacrifices.
Elites
Advanced combat program, mass replicated versions of the most competent fighters you had, spliced with replica versions of ISO code. Which means they're more durable, and generally more skilled then the average conscript, though they are proportionately more difficult to rez. They are also somewhat cowardly, and cautious, attempting to avoid combat wherever possible. Rez time issues render them Rare troops (1 in ten)

Military Rezzing Arrays
as our designs are somewhat limited by the somewhat anemic Civilian Rezzing Arrays, we've begun work to create more advanced Rezzing Arrays capable rezzing larger and more complex programs, and including a simplified learning algorithm allowing them to adapt to rezzing more complex programs.

Clean up, and my own line to the end.

Longinus Protocol
The Holy Lance, Spear of Heaven.
A Great Spear with the Program Deletion suffusing it's blade. Wielded by an Angel, this spear will delete the area around it's landing point. Once activated and Thrown, it will be the only thing left in the area.

The Deletion Field spreads outward from the impact point, and is used for completely removing terrain and nearby Programs. When Activated and thrown, the Deletion effect occurs from it's Impact Point, leaving the spear intact. Due to it's cost of needing the Program applied to the Spear itself, only one can be made and maintained at a time. After use it's simple a somewhat durable spear, and a big one. Return it to our Capital to reapply the Program later on.

This Program is limited to single deployment. The Danger of it going off uncontrolled requires careful handling.

Deluge Cannon
A Baton rezzed weapon that makes use of it's generator to produce water. That water is blasted at high speed out of it.

It has two fire styles, the hard hitting compressed bullets that rip through enemy tanks, and the more constant stream that drowns the battlefield ahead in flowing water.

While it does take a while to get started, we can literally flush them out using water. Plug the holes and wait for them to drown.

This design is based off of the Turret we have, and the cannon has a chamber for water generation, storage tank, and a large 4.0 caliber. It's all in the programming.

Infantry Grade Auto L-gun: Howler
The Howler is our first attempt at an infantry portable Light gun. It is .75 meters long an is fired via a trigger on a handle near its base.
the Howler comes with standard 30-round mags, Condensed 60-round mags that hold more energy, and "Piercer" mags derived from the Gen 2 bikes ram code.
