Deluge Cannon
A Baton rezzed weapon that makes use of it's generator to produce water. That water is blasted at high speed out of it.

It has two fire styles, the hard hitting compressed bullets that rip through enemy tanks, and the more constant stream that drowns the battlefield ahead in flowing water.

While it does take a while to get started, we can literally flush them out using water. Plug the holes and wait for them to drown.

This design is based off of the Turret we have, and the cannon has a chamber for water generation, storage tank, and a large 4.0 caliber. It's all in the programming.

We can't rez water in the field as it turns out. Nor create generators. We are especially far from making either of those things that can be deployed via baton. Lacking that tech we created a pipe and pump system we can deploy to transport water from an ocean to flood an area, its slow, takes time to set up, and needs to be kept far from enemy lines. It also can't flood a battlefield unless left alone for a few turns, and the water will soak into the ground after a while and keep us from completely submerging an area.  All while being Energy intensive. But, in the ocean zone, it can be used to flood the hives, in theory. Edit: Forgot to put this in the main design but, you now have a +1 bonus to your next thing based on water, specifically fortifications or transport, I think.

Military Rezzing Arrays
As our designs are somewhat limited by the somewhat anemic Civilian Rezzing Arrays, we've begun work to create more advanced Rezzing Arrays capable of rezzing larger and more complex programs, and including a simplified learning Algorithm allowing them to adapt to rezzing more complex programs.

This Algorithm will have a database to adapt to different demands on it, containing the blueprints we input, and having guidelines on previous works to refer to.

Our new military rezzing tech has decreased the expense level of all military tech. Tanks and recognizers are now cheap, please note that in the case of recognizers, tanks, and also carriers, expense levels dictate the ratio of people who have one to the people who do not, so while you do have more than one carrier, 1 in 100 people actually get transported on them, same with tanks, you don't have 1 tank for every person, you just have a tank for every time you need one. Carriers are now expensive, meaning 1 in ten people will be able to be transported aboard them. Swords are now mildly expensive, shields are now cheap.
Your scientists also had time to come up with a new weapon, the Light bow:
A crossbow like contraption with semiautomatic fire. this weapon can either fire normal bolts, capable of killing infantry and light foes in 1-2 hits, or piercing bolts, with the same abilities as the ram on your cycles. These are Expensive due to the fact that the ammo needs to be rezzed in as well.

Modding the sachiel
The goal of this revision is just to improve the Sachiel in general, but focusing on improving controllabilty first and for most, and possibly deriving the process used to make them. if you're reading this bring it up in a transparent comment.

Study of the Sachiel,
In Hope of Producing New Angels, Derive a Blueprint for the Sachiel-class Angel.

Having done well in most things Rez, our scientists turn with their new knowledge in Rezzing to the Angel. The Goal of this study is to determine a full blueprint for the various systems involved in the Sachiel's activation, upkeep, mechanics and energy systems, and weapon systems.

Through this, we hope to be able to produce new Angels, as well as reduce the cost in maintaining and using the Sachiel in the field. There is a wealth of knowledge to be found in this piece of marvelous engineering and coding, and even a fragment is precious to our research.

a side-effect of opening up the Sachiel is that it will give us a much greater understanding of Angel internals and how Angels are formed; Therefore, giving us a solid base to design our own angel in the future.

You assume it isn't already in our control. We can control it just fine. Opening it up in a revision could cause us to lose it entirely.

While we can sorta control the Sachiel, it requires a rider who is somewhat exposed, and who can't directly control it to the extent I would like. as well as that, if we make cheaper Angels ( and I definitely would like to do that.) they will also require riders and tie up into our elite troops with riding them.

Finally, the potential threat of viruses cannot be overstated as they are fully capable of taking on small armies singlehandedly and coming out on top. Like an Alex Mercer of the Grid.

I'll note the Sachial hasn't even seen combat yet. And if we do make new Angels, we will fix any exposure problems then, if there even are any.

Trying to Subjugate something you don't understand though...
