Fantasy Greek Hegemony (SG)

We are a new leader over a city-state in Ancient Greece (with magic). There will be numbers, and they will go up. Unless you mismanage things, then they will go down. Try not to let that happen.

You must first define our city-state by distributing 10 points into areas of magical or technical skills. You must spend at least 5 points in mundane skills, and no one magic skill can be over 5.

Ruler name and details: Pliny the Elder is a master Space Mage who was elected as ruler of Prometh two years ago, and has been campaigning for increased funding and research into Pyromancy to honour Prometheus, titan patron of their city.

Jumping right for the powerful magic? Have a GM stamp of approval. Disadvantages are that it is mana-intensive, slow to research, and leaves 'pollution' of twisted space. The space mages aren't bothered by this pollution, but most people find it discomforting and inconvenient.
Initially your low-level mages can shorten/lengthen/twist space, like a limited form of Vista from Worm. They can lightly disrupt moving formations, or make a few enemy arrows go astray. In a classroom setting, a group of them can work together to magnify this greatly, but you can't yet do this under battlefield conditions.
Mid-level mages can create a portal within line-of-sight lasting a few minutes to half an hour, but they're anchored relative to the Earth and can't be moved. They have the power to warp space like a group of low-level mages.
With careful preparation, two groups of mages can create a portal between themselves at long distances.
You start with no high-level spells, only powered-up low level spells.

Your mage guild will have a branch in a second major population center. They will maintain an inefficient prototype portal between themselves, which has started to enrich the guild.

You have a fairly low number of spatially talented people for a rank 4 magic, about 10% of the population, but they trend towards having more potential power. You'll start with ~40 full-time space mages, and twice that in trusted dabblers who sometimes study in the guild. The dabblers have other jobs, but can be drafted for war or trained/enticed into being full mages.
Alternatively, you may increase security, which will reduce the number of dabblers, but drastically cut the chance of a rival state kidnapping some for interrogation or defection if loyalty drops. You may also open studies to anyone if you want to go a heavier mage route but take a bigger risk. Doing this before the game starts will modify your starting situation accordingly.

The mage guild tracks the pyromancer talents in the areas it operates, and estimates them at 1% of the population. A scant few of them can cast cantrips.

If you think about it, all our problems with unstable magic can be solved by removing anyone who isn't an unstable mage.

I'm not yet sure where you're going to start, I'm still reading up on it. But I think I'll start us in the Classical period, shortly before the Peloponneisan war. It's a good period to start, an easy point of "Do we sit this terrible war out and build or strength, or intervene to cut down on how much power Athens will wield afterwards?"

I have the options for the mage guild (Someone give me a good Greek word for it) written out. There are 10 of them. You get to pick 1. I think I went overboard.

Technically a viable solution to that downside, yes.
I don't know what a civilization of teleporters living in a spatially warped state is going to look like. Strap yourselves in and never separate from the group, it's gonna be a weird ride.

It's not dead, I'm just rethinking some things. For one, I have to pour most that population into one city and the surrounding areas. The rest goes into other population centers I had planned, which are instead fairly close allies sharing close cultural ties. Basically equals, but smaller, so not really equal.

Hegemony!

To reflect this, I'm nerfing the starting strategic portal from being open full-time, to just being for small, high-value trade, and passengers.

Since I'm being slow, I'll give you the choice of where to put the portal:
Mining town - Smaller population means your mage guild branch will be a bit smaller. Trade income will be slightly higher due to luxury foods. It'll influence you to having the permanent portal here first, which is the area that most needs food to grow.
Port town - The richest town, and the one with the most contact with others - Thus, the one most needing oversight, and the one most resistant to merging under your direct control later. Having them portaled to for the longest will help there.
Farming town - They have the largest population, which means the biggest mage guild branch.
