How to prevent dwarves from mashing pig tails?

I want to make paper, but I don't want my dwarves to use pig tails. How do I prevent dwarves from using pig tails in slurry while still being able to use pig tails elsewhere? I have dfhack if there's a command than can help with this.

There's extensive instructions on how to mill only what you want to mill in the wiki article for millstone.
