Is it possible to twiddle with a Known Serum to make it into an Experimental kind of serum? One that we know more about than the typical Experimental but could go horribly wrong... Or right.

I'd rather not give known historical figures serums. Would be much more interesting to see how they deal with empowered followers.

It would also be interesting to give powers to a general on the opposing side and then see how he fares against Napoleon.
