I did say I was interested in pursuing optical magic, so my vote there is obvious. (Note: I won't put down votes that aren't mine unless I read a very explicit declaration of intent to vote for the thing.)
As for our starting bonus; I'm going to go for Design Review so that we can be more liberal in applying rush dice for the projects we want to get out ASAP.

As much as I like optics magic, I think there are better ways to break into it than the binoculars. Specifically some sort of stealth optic magic. Something like that was mentioned in the discord, that would likely have similar difficulty, but probably provide more combat benefits.

ARCS question. Nudging to increase linearity between eye -> rear sight -> front sight whenever the three are close to lined up would steady a gun and make it easier to aim, but I don't see how it could work if you shot from the hip unless it read your binocular vision angle extremely precisely as a rangefinder. Is it fine if it only works when you aim properly, and provides 0% aim assist? It still seems good to me, but if it's supposed to do more a bit of clarification'd be nice.

It's not really using the the linearity from your eye. And really it's hardly using the sights. Basically it works through machine learning., And that's why it has to be calebrated.

If you fire wide, it sees that and corrects that in the future. If you fire high, it sees that and corrects that. Basically it works by using a few test shots to find the correct flight path, then after doing so, corrects future shots to be more in line with that flight path and thus more accurate.

If you're firing from the hip, it will increase accuracy using this method since it's calebrated to increase accuracy in general. However if you're shooting wildly and not really trying to line up shots, nothing short of homing bullets will help you at that point.

Basically what this does is use magic to figure out what's straight, then correct shots that wouldn't shoot straight.

The thing about this is we're only one small part of a much larger fighting force. If we prefect long range divination magics that can keep tabs on what our enemy is doing we can affect the entire theater far more profoundly than a small fighting force. IMO we should go the optics route to get stealth and illusions so we can   control what the enemy thinks our forces are doing and where the enemy thinks our forces are.

It doesn’t add up over time. It increases the total value of equipment you can add to a unit. So with a budget of 15 you normally would not be able to equip an item worth 11 with an item worth 5.

Budget doesn't work like production points in other games.  It isn't income. It isn't how much stuff we can make in a turn. Rather we can only assign [budget] worth of cost to any particular squad. Right now we have 20 budget, so each of our squads can only have at most 20 cost worth of things. It's how much high command is willing to invest in a single squad.
Right now Noble Mages would boost that limit to 21. If we theoretically get to 100 budget it'd only give us +5. It's very minor, but always on.

Divine Arc

A ritual based spell, the circle is engraved into a surface and used for divining the arc of Arterially Fire. We can find out where a shot would hit, and use that to make pinpoint strikes against any target.

Per design, this data would also eventually need to be relayed via either radio or communication spells, so they get real time tracking of the projected arc of weapons. Could definitely lead to long range bombardment, since we no longer are unable to see where an attack would hit, even if that attack is beyond the horizon.

Innovations: Divination Magic Calculation.

Pros: Better relations to Army and Navy, Arc Calculation of Long-range mundane attacks,

Cons: Setup Time, Can not move.{Can be negated by carving a more permanent circle on a ship instead.}

While I do like the idea of shell guidance and targeting spells the computer aspect of this is an issue. The first computer was invented during world war 2 to break the enigma code. It is the very beginning of ww1 computers are way off.

We can do fairly nice output “monitors” based on crystal eye. By rearranging pigments/dyes/paint/whatever on a surface we can create pictures. So we can have spells output like that.
The rabbit foot is also already like an integrated circuit. Takes in input, performs calculations, and outputs via manipulating user’s legs.

So we’re pretty close. We just shouldn’t get too ambitious too soon

Honestly, the Divination Calculation has good things ahead, and rituals are by nature, very stable. So we can get data on divination calculation with this. May eventually help to create a divination circuit to determine enemy movements based on damage to an area in the near future..

So, about the boots. I can sort of see the appeal, but we already have the Rabbit's Foot to increase mobility, and just being able to run fast won't do much, nor does it lay the groundwork for many future projects. I could see doing them, or a similar project, but not first thing.
