As mentioned in the previous turn, the most exciting field of battle this year will be in the Arstotzkan capitol, with plenty of close-quarter fighting and siege warfare.  Arstotzka, accordingly, spent their design phase developing a high-altitude tactical bomber.

Stone carvers Rainment.

This spell is used to manipulate the earth through the use of sympathetic connections between dirt and soil taken from the ground, And to help facilite the connection it comes with a pair of boots and gloves in order to place the dirt and soil inside.

The creation of the sympathetic is done via placing stone and dirt from the area near the user into a pair of pouches located on the gloves and boots. These samples allow the spell matrix to know what to target.
When the sympathetic connection between earth is created the caster can them proceed to use the gloves and boot to manipulate the earth around them, Mimicking the movements that the ground will undertake, Pushing pulling and compacting the ground into the new shapes.
The sympathetic connection between that locations dirt and stone helps to keep the magical power used low, because, through this sympathetic connection, the enchantment tricks the magic within the earth to help move it, even as minuscule as presence it is. By tricking the Magic rescinding inside the dirt and stone into aiding with the demanded movement, it becomes astronomically easier because of the connection, or Attunement as some of my colleagues call it, between the dirt and stones magic is much higher than that of a magis magic, making the task many times easier.

The stone carvers rainment were designed to help Speed the construction of fortifications, allowing quick work to be done by the work of one man instead of what an entire team of men that would be needed to complete the same work.

Of course, using the stone carvers gloves take quite a fair bit of concentration, and requires more magical power than any of the other spells in our arsenal right now even with the Sympathetic connection created between the dirt and stone and the enchantment of the glove.

Current Part 1:

Tesla Tower
What seems to be a large scale, high energy tesla coil, these weapons are enchanted so that the lightning produced by them seeks out and attacks only high velocity objects (defined as faster than 20 m/s (72 km/h)) such as incoming artillery rounds, thereby allowing for the shielding of key locations from enemy artillery fire.

Future Part 2:
Tesla Tower Bypass
An evocation that allows for mages to designate certain targets at range as a 'high velocity object', allowing the Tower to be used to strike a lightning bolt at an enemy target.

Channeled wands
The wands we are currently using are basically just bits of wood we use to point our spells in the right direction. We could do more with these. By concentrating mana and moving it through the inside of the wand it is possible to create paths inside it which mana will flow more easily down. We can take the shapes that mana must be moved into for specific sorceries and create appropriate channels in the wand. This is a slow, delicate and laborious process but if the channels are setup correctly then the casting of the spell should be made much simpler. Since the wand acts as a template for parts of the spell it should make casting the spell the wand is channeled for easy. This would allow us to use more complex magic even in stressful combat situations. Using this method we should in theory be able to channel wands for most future spells using the same tools and techniques we develop to channel wands now. The downsides is that each wand must be channeled for one spell and it provides no benefit for other spells.

Fulcrum Armour
This two sided, enchanted, hooded cloak is made to protect our mages in the field. The outside of the cloak when hit by kinetic force moves the kinetic force so it is applied to the opposite side of the wearer. Any force applied to the front is then applied to the air behind the wearer. This protects our mages from bullets, shrapnel, shockwaves from explosions or other sources and many other hazards by stealing their kinetic force. It does not protect them from heat and fire unfortunately. Additionally this enchantment is expected to be fairly efficient given how little we are changing the kinetic force being applied. Other forms of defense that redirect or store the energy must convert the kinetic energy into other forms be it a slightly different vector of kinetic force or an entirely different form of energy altogether. Converting that force uses more mana than is necessary.

The tesla towers sound interesting, but also hella expensive- definitely not something we can do with our current budget.

I don't think we should be looking into multi-purpose wands before we have spells to cast with them. I mean, as I understand it, most spells require (or at least, work a lot better with) custom wands (eg the monocle for Crystal Memory, the binoculars for Galilei Lensing).

The cloak is a good idea- passing force on without being affected by it is a powerful effect, but doesn't actually require a big change (as mentioned in the proposal). Perhaps it should be called Fulcrum Armour?

Sorcery: Galilei Lensing

This spell projects magic in an arc away from the user in the direction they're looking. Light ("photons" as called by our scientists) originating from object’s within or near the arc’s end point is drawn in the direction of this arc, and follows it instead of the regular straight pattern that light follows. (As this only affects light moving in a direction parallel to the arc, only the user can notice the effect created by this spell)

The effect: light appears to bend in an arc. Allowing the user to view over the horizon or any other obstacles. It has a long range -- 20km, though the range-induced extra mana costs is offset by the very narrow nature  of the arc and the mildness of the light bending.
Ideally, the curvature would be adjustable to allow for seeing over other obstacles closer to the user. A shorter arc requires more severe bending of light but is shorter range, meaning a roughly equivalent mana cost.

The spell is channeled through a pair of engraved binoculars. These binoculars help the user focus largely on their sight, the direction of the arc, and just light in general. Casters are taught to understand that light normally moves in a straight line, and its direction can be changed (usually with a lens, but in this case, magic) in order to create the effect desired by this spell.

Design: Galilei Lensing (3) [Hard]
After some heated discussion about the nature of light and "photons" (a completely made-up word one Mage-ineer used to describe packets of light energy), we've settled on a rough design which would be able to "bend" streams of light.  Albert Einstein - an amateur Mage from Germany - had proposed a few theories on the nature of light in his Annus Mirabilis papers a decade ago, which (after some translation) were helpful, though theoretical at best.

The main focus of the sorcery is a pair of 8x brass binoculars through which a Mage's Mana can be channeled.  The binoculars works in two stages.  The first stage casts a thin field of Mana tracers out from the main lens in a cone mapped to the binoculars sight lines.  The cone curves proportionally to the sliding engraved rail system on the side of the binoculars, which currently allows a curve of a radius between 5 and infinite kilometers (i.e. at a 45° angle, the binoculars grant sight range of 10 kilometers).  The second stage occurs when the Mana tracers come in contact with a solid object, such as the ground.  At this point light in parallel with the tracers will be bent along those lines to converge back into the binoculars.

As an artifact of light bending, the resultant image is difficult to focus - in particular, the top and bottom sections of the image are different distances and it is impossible to get both in focus at the same time.  In order to reduce jitter, it's advised to brace the Galilei Lensing when in use.  Bending light over such long distances for long periods of time can result in a significant Mana drain.  A Rookie-level mage can perform observation for an hour, with an additional hour per level.

Soaring Memory of Crystal Mind, Version 4
The original structure of the Version 3 spell remains mostly unchanged, except for one aspect -- where the image is saved onto. By painting the monocle with a clear resin, and adjusting some of the spellwork, the image taken by the caster can be printed onto the monocle by changing the chemical makeup of the resin to create colors. To refresh the resin, just wipe it off with an alcohol-soaked rag and paint on more resin with the included applicator and bottle.

We suggest using this for spotting, considering the caster can actually show the image to others now. In combination with the Galilei Lensing spell, artillery officers can be given essentially photographs of the area they need to target.

Revision: Soaring Memory of the Crystal Mind, Version 4 (Variant B)
Those who created the last iteration of this spell were lazy. The eye is a horrible place to put pictures. People use those things. And unfortuately morale tends to go down if we want to send the picture to somewhere else without taking the whole soldier with them.

Prepared paper with dyes pre-placed on it can be made quite simply. The spell is adjusted to adjust the dyes on the paper when held close to the eye (as to avoid us having to notably increase range of the spell) rather than the pigment in the eye.

The picture can then be much more easily interpreted, and sent to wherever it's needed without having to take the whole soldier. And the mage doesn't have to have their vision obscured until the photo is analyzed.

Revision: Rabbit Pendant
We improve the enchantment of the Rabbit's Paw to increase its range and the speed at which it is able to "process" incoming terrain. This should allow it to much more effective in correcting a user's movement, allowing them to pay less attention to their feet+the ground when running and more attention on other things, like casting spells or firing weapons or whatever.

A small metal pendant engraved in the shape of a rabbit's foot hosts the enchantment this time around for coolness for reasons.

Revision: Wand Mounting
By tweaking the "manufacturing" of wands and including some consideration for them in our standard uniform+bayonet "slots"(/whatever they're called), we can have the capability for wizards to mount wands on their wrists or bayonets.
The wands would of course have the same effectiveness (or worse, if something goes wrong), but could be kept "out" or be used without requiring actively holding the wands.

You should really look to the wilderness for your stealth ideas, it has been doing it much longer than you have after all. Take squids for example, that ink trick works pretty well, and in water too! So you just sneak into the dam upsteam, dump several megatons of distressed squid into it, then break the dam. Boom, you suddenly have enough water-proof stealth for a whole city!

How exactly is the paper supposed to produce an image when the eye that its in front of can't actually see anything besides the paper?

Hah, not that close.
I was thinking more like adjacent to the eye, not directly in fron tof it.
