Dwarves showing up unannounced.

I just noticed in my current fort that 2 dwarves (that I know of) just showed up to my fort own their on (not part of a migrant wave).
(Relevant: I can control them and assign them jobs)

One of them was a Administrator that also had suspiciously high combating skill, that later I noticed that he was part of a squad from one of my previous fortresses.
The other one was a random farmer wich would seem normal had his job description not been "Infected" and he was missing half his body parts. I name dwarves that I know have been bitten by werebeasts as "Infected" as precaution for situations like these. Problem is I can't expel him, because he isn't with his family.

Now some context. I have been getting a quite constant stream of visitors from both my tavern and library, and a few days prior to me realizing this was a full moon, and with it came a human wererabbit.

I guess the macedwarf came along as a mercenary and just thought to himself "Might as well stay here" (there was no petition).
And I guess the were-something guy just showed up on the full moon and joined the fort.
Both of those were previously part of my civ.

Any ideas how did this might have happened ?

*EDIT* It seems that even though the "Infected" guy is covered in the blood of at least 4 different dwarves and also of werebisons he is, in fact, not a werebeast himself, as a full moon has just risen and nothing happened to him. However, how he arrieved is still a mystery to me.

I know dwarfs can migrate and very often will from previous forts, but.... are you sure that they came on their own didn't just slug behind a migrant wave?

Pretty sure they didn't. I keep a close eye on every migrant wave to filter out dwarves as soon as they arrive and I'm pretty sure they didn't come in any wave.
Maybe I'm just going crazy.

If you are using Dwarf Therapist, you can sort the dwarfs by when they arrived at the fort (grouped by seasons I think). Also, sometimes it appears a migrant wave is over because some grazer is parked on the migrant-have-arrived tile and then it take a while before it moves and allows the next migrant to appear on-screen.
