Do animal people breed in the same way as Dwarfs/Elves etc?

If I had a mating pair of animal people in my fort could they have children which would be born as part of my Civ?

Yes, but they will most likely be wild. They breed in worldgen, at least.

If the parents are members of your civ (through petitions) and probably also if they're only residents (mercs) they should act as any other civilized people when it comes to marriage, producing offspring, and the affiliation of the offspring. I've had (reasonably normal) visitors give birth, and those infants did not become members of my civ (nor were they taken good care of by their mothers: one of them crawled away to get drowned in my water cistern, while another one disappeared, presumably taken away when the mother left).
If they're wild, however, their offspring would be wild as well (not any substantial difference from troglodytes giving birth in the caverns). It seems wild animal people breed like animals (i.e. without marriages and similar restrictions). This will probably change when tribal civs are addressed, but that's quite a few years down the road.

I'm not aware of any changes, no.
