Anyone who wishes to get their mail on time. Balloons are a less efficient method of travel and also no where near as fast as trains or aircraft. Unless you are referring to an airship, which again would not be as good as a train over land. Still the aircraft has quite a bit of potential for transportation, much more than balloons.
