you can form one of the kingdoms if you have at-least 2 of the duchies under your control and a number of no less than 25.

you could form the Kingdom England for 15 point.
The update should just say you need 15 points, not the 15 points.

It is a free action. A kingdom gives a + 1 to base gain, allows you to have vassals, and gives you the ability to spend points increase your base(cost vary).

This should be interesting, most of the free duchies are conquered/taken. The Scots are in a constant war, the Irish are split but trying to unify, the Welsh are completely unified and expanding, and the English are polarizing. _{And the GM is trying to get the players to distrust and fight each other hehehe}

Yes but with high penalties. After all 1) your not vikings, 2) you do not have marines, and 3)defender always get a bonus.
