Is there a cap to how many different wild plants can show up on a given map? IIRC animals have something like that, but I didn't know if plants had a similar thing going on.

Animals are limited to one group normally, and two with savage biomes (per layer, i.e. surface and each cavern, the rules seem to be similar for the magma sea and below). Camping animals can breed, but I'd guess the cap on how many animals you can have of a single species may affect those as well.
I don't think there's any hard limit on plants. I'm usually able to get all booze producing plants on my embark by making an embark with at least 6 selected biomes and hacking the corresponding regions to contain every plant (and animal) legal to it (and I have to hack bananas to yield wood for them to spawn due to a bug). The junglification issue is another indication that there's no hard limit, but rather the limit is how many you can cram into the space available. There's a logic of some kind for plant spawning which seems to more or less maintain an even density in a biome (except for trees: only saplings seem to be subject to this consideration, while mature trees seem to be exempt).
