A few points on balloons for ya Shadow.
First: MGs
by themselves are not a significant threat to balloons. It takes incendiaries or explosive rounds to do major damage.
Second: Balloons are able to be defended, and defended heavily by ground forces.
Third: Balloons are a cheap way to get support from ground forces(which gains us resources to use on aircraft) and
saves us resourses because we wont have to use aircraft for the tasks of keeping an eye on the enemies front lines, better allowing them to do things like keep an eye on the enemies logistics, rear area troop movements, and production centers.
As for all the options, they are required when there is a binary, non exclusive solution set. For example, spending extra dice is NOT something that can be voted down by omission. Likewise, voting for not designing something new is a viable option, and one that might be taken. So, unnecessary? No it is not. As for not continuing design work from last turn, thats basically amounting to wasting the dice already spent, ya know that, right?
