Design Phase, Late Summer 1915

The navy accepts the Balloons, but doesn't use them in any raid this season, instead converting a cargo ship to preform tests with the Gwyliwr Adran, which they find to be quite good in helping the guns keep firing. They plan on using them for a proper raid later this summer should you provide them. It should be noted that these tests revealed that with the radio included, the Balloons can only carry 4 people, but that's fine.

There are a few unsubstantiated rumours that a cabal of artillery officers are considering acquiring balloons for use by the army.

High command has increased your budget by 2 PP, as the country devotes more factories to war.

We need a intercepting before we go bombing so we can take our their enemy craft and not get wrecker since they have machine guns as well

The thing is, airplanes are still hard to down at this stage, and the defensive mgs are easier to aim than a foster mount or even sync gear. We can defend.

First off you make this unnecessary complicated and you only add values if there is someone voting for it, and second we’re not going to make any balloons since at best we’re going to have 5PP left after, are we really going to make more balloons with the rising threat of Machine guns?, “cheaper” balloons also completing the project would do is have multiples of them, and we’re not even being punished by the increased maintenance.

 A few points on balloons for ya Shadow.
First: MGs by themselves are not a significant threat to balloons. It takes incendiaries or explosive rounds to do major damage.
Second: Balloons are able to be defended, and defended heavily by ground forces.
Third: Balloons are a cheap way to get support from ground forces(which gains us resources to use on aircraft) and saves us resourses because we wont have to use aircraft for the tasks of keeping an eye on the enemies front lines, better allowing them to do things like keep an eye on the enemies logistics, rear area troop movements, and production centers.

 As for all the options, they are required when there is a binary, non exclusive solution set. For example, spending extra dice is NOT something that can be voted down by omission. Likewise, voting for not designing something new is a viable option, and one that might be taken. So, unnecessary? No it is not. As for not continuing design work from last turn, thats basically amounting to wasting the dice already spent, ya know that, right?
