Aquifers and the Double Slit Method

Okay, so for days I've been working on figuring this out. After a bunch of trial and error, I finally did everything right. Set up the pumps, have up/down staircases, confirmed it's a multi-layer aquifer, have the water pumping out faster than it can refill.

And it still won't work. What the fuck

Now, I'm extremely frustrated at this point, because everything I've seen shows I'm doing this correctly. My miners just won't go down and dig the next staircase, they also won't dig out the side, the water keeps refilling at least 1 tile so I can't even dry that one layer out despite the fact that there are two pumps pulling out water when I should only need one. What's going on?

I'll even map it out
x = up/down stairs
<-- = Pump
~~ = Aquifer

Dwarves can reach that layer, there's nothing blocking them. The water on that layer is low enough for them. I can't get anything done because rock is below that these layers and the aquifer covers my entire embark site (I'm just assuming it does at this point because every time I've tried digging around these things I just ended up with huge, useless holes half the size of my embark site)

If this line ...
|x<--x
... is a screwpump between two up/down stairs, it will not be able to suck up water because the tile on the drawing side of the screwpump needs to be empty. So if that screwpump is drawing from the east side, the east side needs to have those stairs deconstructed or channeled to remove them.

Another possibility is that there is not a path for the miners to get into the lower z level. Either there is not a connecting stair on the lower z or a ramp is unusable (it will be name "unusable" if it is).

Your map only shows one screwpump there... is there any chance you could take a Alt+screenshot of that immediate area (just drop the image on imgur and link to it)? The process only needs one screwpump so something else is not right.

So I was slightly wrong, the side being drained will empty and then immediately have 1 bit of water fill back in. Miners still won't dig into it, though. Also, my bad, the top x's were just downstairs, not up/down.

But yeah, this is extremely frustrating. I've copied every single thing I was supposed to do and now my only obstacle is my dwarves refusing to finish the job for reasons the game won't tell me.

So, the northern screwpump is working, as your "working layer" image shows the 2-deep water in the tile to the left of the pump, but the miners appear to have no route to climb down on the east side.

In the southeast corner (the darker "1" in your "working layer" image), build a downstairs, let it be constructed, then build an up/down stairs below that. As soon as that up/down stairs is constructed, one or two miners will climb down the stairs to dig those designated stairs in the "Second Aquifier Layer" image (in the wiki instructions, you will be at the step where you should pause and use "." to go tick by tick as they dig so you can see if the second aquifer layer is the bottom layer).

Note that this is why many instructions use a ramp+stair to the side, since a screw pump can pump from a ramp, a dwarf can descend to it while it is being pumped, but you cannot dig stairs directly below a ramp while standing on it.
