Our knowledge of the elemental magic we use in our enchantments is rather lacking. let's try to fix that, Through hiring some tutors and buying some tomes on the subject.

We need to further our knowledge, so while I agree that the lightning sword could use some work, I think doing some stuff to further our knowledge would be very beneficial.

Also I really like the elemental aproach as a matter of fact I think we should go into geomancy to learn how to control rocks and gems more. I envision stone boots that give the user a sense to feel where the enemy lies and more grip on the floor. Elemental aid could also be considered.

What about going into golemancy? that seems to have a natural synergy with enchanting.
Also, the reason I want to further our knowledge is because I think that would make a lot of things easier/cheaper, let us deploy combat mages, and allow us to do more advanced things. I also want to reach legendary, in enchanting.

Golemancy is a natural way to evolve from enchanting and elementalism, but here also spirits seem to aid the process

Lightning Sword Gem refinement - 15
Our first few refinements in gem shape ended up with less controlled blasts- and gems that would go off once and then require "charging" However, we have produced a spiraling combination of "Star" and "Hexagon" shapes which stores and directs the power of our mages into a beam- lightning stones produced from it Produce deadly lightning bolts that arc towards their destination as well.


It is now the Production Phase and thus time to divide limited resources among the three paths of Attack
You can Produce a total of (6) Units of Enchanting Stones or (6) Refined Enchanting stones - Either can be used to further refine into Lightning stones- however only Two thirds Will be converted in time for combat
Each "Unit" of Rods of Expel is (1) Unit of Gems, (3) Will arm every soldier in an area
Each "Unit" of Mighty bows takes (1) Unit of Gems, (3) Will arm every soldier in an area
Each "Unit" of DSAs take (2) Units of Gems, (1) is enough to give every officer Several, (3) Would replace every Arrow on your officers with them, (9) Would theoretically be enough to arm Every man and woman in an area with them.
You can Choose what % of our Swords is replaced with enchanted swords.
  Each "Unit" of "Active" enchanted Swords takes (1) unit of Gems, (3) Will arm every soldier in an area.
We have (10) Units of our prized Scouting and Riding horses, (1) is enough for every officer in an area, (3) Would make everyone in an area into cavalry.

--NOTE--
I Forgot to mention that you should declare what flavor of magic you want to "ship out" in stones- otherwise they will be "field charged" with whatever the Mages Scrounge up, besides those used in DSAs.

I'm a little unclear about the business with Refined Enchanting Stones, and for that matter, "what flavor of magic" the stones get- I thought that was dependent on the purpose of the stones, IE air elementalism for our bows/arrows and lightning for the swords? Or our swords can take whichever element we like?

Anyway, I guess let's do this:

We have horses, so we might as well use them. If we run out, hopefully we can replace them with some cool golem tech or something. I'm focusing on south with horse-archers so we can get good wood, giving melee weapons in the middle lane since that's less horse-friendly, and putting the remaining stuff in the north. Also, do we have any magic items left over? There was one area where we didn't lose ground so does that mean we still have some DSA's left over?

Look, the simple fact of the matter is that Crazyabe made DSA's the most expensive thing we have, so by simple logic that means they have to be the most effective.  A DSA has literally *twice* as much magic packed into it as a Lightning Sword, and since we can't make more gems per turn that means it has to be the best way to spend our magic.  Highest magical density, if you will.
