You announce "Sure!" and begin dragging the visitor off to a back room. He looks a little surprised and strangely disappointed, like he was expecting to have to do more convincing. He momentarily reaches for the feather in his cap, then sighs and stops before saying: "Very well. I have come here to tell you this: my lord wishes to see Pareshtan hewn from the great bulk of Graszdat's empire, as your own home has been. You were the first, and we would be the second; thus we wish to secure tighter relations with Abystok as a road to greater independence from Hehrcogesor, and, even more importantly, we wish to see your experiment in home rule succeed so that the Overking will permit us to follow suit. When we heard that you wished to trade ore to be smelted, then, we immediately knew we must pounce on the opportunity, for our smithies are the pride of Pareshtan: so the following generous offer is yours to consider and, we hope, accept. We will sell the service of our smelters at a rate of ten per centum on the metal yield, and forge the remaining nine tenths into such wares as your merchants request, at cost, to be sent back annually. This is a considerable reduction from our normal smithy rates, so that you will certainly prosper from the difference; and we ask in return that you will trade ore with no others but us, that we may prosper from exclusive access to your product. It is certainly unlikely that you will find another deal of this like in any case. Depending on the results of initial trade we may return with offers of closer cooperation. Will you agree, and help your fellow-dwarves escape the same yoke you were once under?"

A) That sounds like a great deal!
B) You want a whole tenth of the metal? Can we make that number go down?
C) Actually, we have our own smithies and artisans, and only need to have refined metal to use. How about a deal for the smelters only, without bothering your smiths?
D) You know, I've been looking to attract some skilled smelters to set up shop here, and there's gold set aside if you can help make that happen...
E) I reject this entire proposal for some stupid reason, go away now.

Yes, but, maybe a little corruption on the side.  I like it.

The Pareshtan diplomat looks momentarily startled. "I'm afraid I don't have a clue how to respond to that. I haven't discussed anything remotely like an exchange of subjects with my lord, so I cannot simply agree; though I don't think he would be unwilling if the terms are reasonable. If you make a concrete offer, I will happily take it back to my lord for consideration, and return with an answer as soon as I am able."

A) Sorry, I don't have that kind of time. [Pick a different option from last choice!]
B) Okay, let's make a deal... [select any number of offer options below; specifics will be hashed out next choice!]

     1) Gold as previously set aside
     2) Voluntary exchange of personnel, provided volunteers can be found
     3) Forced exchange of personnel
     4) Tribute of food
     5) Tribute of other products
     6) Military commitment
     7) Political marriage

You know, I'm just going to take all three that have been suggested and let you rule out any one in the amount choice.

You ponder three particular items which you could offer for this deal: gold from the smelting-encouragement fund, volunteers to settle in Pareshtan in exchange for their own professionals, and a tribute of Abystok's most important export, food.

First of all, how much gold would you like to put up on offer?
A) A generous amount, exhausting the available funds.
B) A moderate amount which will leave some behind for another use.
C) A meagre amount, keeping most of it behind.
D) None.

Second, where would you like to focus recruiting migrants? Since you chose only volunteers, of course, you can't say how many will go, but you can generally try to provide certain types. You can choose up to two of these!
1) Peasants (farmers and other food-producing jobs)
2) Artisans
3) Miners
4) Soldiers
5) Runesmiths

Finally, how much food do you intend to offer? (Feel free to use lowercase letters for these if you don't want to copy-and-paste.)
α) A generous amount, enough to feed a typical fortress over winter and to the next harvest!
β) A moderate amount which would feed many families but not completely replace whatever imports or domestic production Pareshtan normally needs.
γ) A meagre amount, just enough to give the nobility some extra feasts.
δ) None.
