That is 0 times. It will take 4 AP to equip your crowbar, though you can also use other items (such as Cow Cake and Stimpacks) while in your inventory without having to spend extra.
As an additional note, the crowbar can help break open locks if you feel like opening a cage instead.

Another question: Would it be worth to tag Sneak for my future version of sniper uncharismatic Edgar? I have heard Sneak is actually very bad on the first Fallout games, but since I'm going to be sniping from afar, it could be help with not being spotted while doing headshots.

It has its niches, I've never really used it myself. I'd question how practical it is for combat when we have this many players, even if it takes you out of the enemy sights everyone else is still in them. If everyone but you is sneaking that means the rest of the players would have to wait for you to snipe people, which would be boring even if you managed it :V.

It would be a bit more practical as a non-combat skill, if my predictions are anything near right.

Hay sense this is all for science and testing items I'm going to do something dumb.
Equip the crowbar and break the lock on the nearest cage, if I can't break the lock i the same turn just equip the crowbar.

My other tag options are:

-Energy Weapons: Some have Weapon Long Range and could be used to snipe enemies from afar, but I'm already focusing on Small Guns.

-Doctor: Mostly because of Living Anatomy. Still, unlike bonus ranged damage it's added after everything else is calculated. Guaranteed damage, but not increased by criticals.

-Steal: Can't savescum 1% chances to steal. Has lots of risks and I don't want to get in trouble for failing a 98% chance to steal.

-Lockpick: You can try multiple times if you have the lockpicks, so not really important or useful unless you really want to save on lockpicks.

-Speech and Barter: Going to try 2 CH, so...

-Outdoorsman: Could be useful, but doesn't help at all in combat and I feel it might be a waste of skill points to increase.

Just so I don't get shown up by that other Fallout Game:

Roll 53! Lock chance with Crowbar Strength 7: Lets say 55! Success!

Frank does his best Gordan Freeman Impression, cracking open the nearest cage and releasing the Madman inside! It immediately charges at him

And probably hits him with a wild punch. I really need to stat those dudes.

Crit roll 36. Base 40+20=50, ignoring small bonus since it is clearly a hit.

Crit roll 20. Damage *2, armor not ignored.

Damage 7*2*2-2 80DR. Base damage 26, DR reduction 20, final damage 6.

Edgar gets in a lucky shot, but Frank's luck isn't gone yet. His helmet takes a majority of the bullet's force-though his ears are ringing from the hit.

Well Finesse is eating up 1/3 of the damage, and it is the starting gun :V
