Also, I am worried one EFM scuadron won't be enough to escorts our bombers. We get the advantage by better coordination. If we put two more EFMs there, it will guarantee the success of the operation.

I'm trusting that having multiple squadrons dedicated to Aerial Superiority should mean very few planes get to our bombers in the first place. One squadron of escorts should be enough.

I suggest you send another one. My guess is that they are going to try to drown us in Swallow. Either that or send the bomber and EFM to another theatre. We could try disrupting railways and infrastructure in the North, where we already have Air superiority and advancing should be easy.

They can't. Swallows are going to be expensive, and if they send them all that the bombers it's wonderfully inefficient.

EFM costs were:
Cost breakdowns won't be accurate because I don't want to deal with fractional PPs too much, but here's a rough estimate:
2 PP for the monoplane (slightly cheaper than an equivalent biplane)
0.5 PP for the engine
1 PP for the Type 11
1.5 PP for the synchronisation gear

Why not? We are already close, we only need one more thing to push them over and i think if we promise developing a HMG over the next year is what we will need to win the army over. We have already made a request to the army for one so there is intrest for one amongst us. We may as well make a promise to make something that we already have an intrest in getting anyways.

I'm pretty sure both the Army and Navy won't vote to promote until we deliver on our half of the deal.

Just a quick reminder, Wizgrot and Khang need one other person to second their proposal if it's to be presented to the armed forces council. Or not, if you feel it isn't in the KPAF's best interests.

The AA proposal is open ended it will screw us long term or sour relations with the army when we try to drop it for other more important projects.

The release of our dedicated bomber, with a payload unseen until now, will surely divert the enemy's focus towards a dedicated bomber, especially now that they have finished their fighter design. I don't have high hopes for this gaining any traction among the army/navy (as in, I don't see us getting them to pay for it) but I'm for giving them access to the alloy if they want it.

Going to need a design for either a new torpedo or a new bomber. It's too soon for a new bomber; considering that we're only just deploying the Levib; so a torpedo design it'd have to be. But no promising a carrier-capable torpedo bomber: It's way too soon for that! The Levib in all of its 2-engine 420kg bomb carrying glory, can't carry our 700kg torpedo. The Levib very much isn't carrier capable.
Now, this proposal as-is is fine; it only proposes an air dropped torpedo; not one that is capable of being carrier launched.. Still; a 500 kg or so torpedo is likely going to be a bit anemic. Once more, not exactly against; as we'd possibly make advancements here; but it's easily a thing that can be sidelined for other advancements. We can't sacrifice all of our flexibility making promises though; we'll need to keep some dice for our own projects.

This plan assumes we do pass off the Balloons. It's basically the same as the last one, except we keep a Feather squadron, and buy both an engine upgrade and a Reflector Sight to bring all our EFMs up to scratch.

The alluminium alloy we are experimenting on was also used to make boats and other vehicles and I am sure the army and the navy would be very interested in such material.

I am against giving control of the balloons to the army or navy. I guess I am in the minority though. I just think we shouldnt give the controlo the balloons to them, since we developed them are are better are using them.

We could change the AA Defense fund with just proposing the development of barrage balloons, which were pretty effective, especially against low altitude flying.

The metereological station would be an easy project that both branches would appreciate and would give us and edge, especially in long distance bombing missions or surgical strikes. It is minor, but it would grant us much goodwill, like the barrage balloons.

Regarding the torpedo, even  400 kg-500kg torpedoes were used in WW2. Take into account were are not battling battleships here and we can lighten it by removing some fuel or upgrading its efficacy using it. An air droppable torpedo would win us the hearts of the navy, which would finally get us that promotion.
