since their planes would be operating at max range, and be unable to do much.
Yeah, I forgot the range, let's just ignore it for now. Nobody's asked for our help there anyway.

Anyone know what equipment would help the Ottomans the most?

Plane: Equilibrium Fighter Monoplane
Equipment: Oracle Camera & Tactical Escape Parachute
Sales Pitch: Glory to the Sultanate of Rum! We offer a cutting-edge fighter aircraft, equipped with synchronisation gear, easily capable of keeping the sky clear of enemy aircraft, as well as performing scouting missions when needed. To aid in the scouting endeavours- for we have heard that you could use some help in that area, hearing that your intelligence is such that the British could evacuate from Gallipoli tomorrow (Note how the Ottomans didn't realise the british were retreating for quite some time, being fooled by things like self-firing guns, or simple traps) and you wouldn't know- we present the Oracle Camera, a state-of-the-art aerial reconnaissance piece that may be installed into the EFM for use in scouting missions, so you can fly over those dastardly brits/russians and figure out what they're up to!
We've also heard that after many years of war following a drastic modernisation of your army, you are lacking in elite personnel like pilots. Not to worry, because the TEP will ensure that your small stockpile of airmen can be preserved!

We realise that what we offer may not seem flashy, but we believe that discerning customers such as yourself will realise that good intel and preserving forces can be more important than big explosions.

I mostly like it, but I feel like you're underselling the EFM too much.

It's easy to use while flying, and look at this fine example. Imagine how much your generals will love having a fleet mapping the British lines with these!

It may appear less flashy than our rival's plane, but we have gone through painstaking efforts in pursuit of superior combat performance. The EFM offers great value for cheap. It can fight on-parity with last-generation's fighters when outnumbered 2-to-1 and fighting an ace, is fast, and maneuvers like a dream.

In a duel against any the newest fighters on the continent? I would bet on this, hands-down.

Observer 1: Artillery Spotting along Derboise-Demisonne Road
Observer 2: Artillery Spotting at Basselton
Observer 3: Assigned to Navy
Observer 4: Assigned to Navy

Here's another plan. This one cancels the bombing, sends a plane to Estwice, and buys the navy some more balloons (because the greedy bastards won't buy their own). I'm not totally happy with this, since balloons are eventually going to go obsolete, but for now they are pretty useful. I think we can get enough use out of a fourth squad to be worth it. And with the added boost of the balloons, our navy should be able to provide support for the attack on Basselton, ensuring victory.

Creative, but they didn't ask for more, and I worry they might not have the tenders prepared to make use of another group, while filling up on parachutes would definitely be useful (and might raise morale for an immediate boost).

I'm not thrilled with the Basselton focus, but don't really have a better suggestion - A north focus during the winter nags at me, but you're right and a center focus isn't entirely useful.
Still, a single feather would be shredded, and I'd rather have nothing there then a less-than-token force.

Uh.
Meanwhile, the group of junior naval officers has been mostly vindicated by the success of the raid on Risleis. The navy has started a program to retrofit merchantmen to serve as balloon tenders, which will support future shore bombardments. For now, the navy continues to rely on the KPAF for the actual Hykib balloons. For next month, the navy has planned a sortie to engage the Verusan fleet off Basselton, in support of the assault on that city.
I mean, I guess you could be interpreting 'started a program' to mean they have not yet done so, but I read it as them having the tenders ready to go as soon as we can provide the balloons.

Still, a single feather would be shredded, and I'd rather have nothing there then a less-than-token force.
It's a concession to the people who insist on sending forces to the centre, lest the generals get upset at us. I too would send nothing there, but by sending a token force, we prevent the generals from getting too upset. You'll note that I specified the brand-new squadron, so no experience gets lost if they get shot down.

I'm one of those.

But that's a display of weakness, and gives them free xp and ace progress.

So you see no disconnect between the thoughts "sending understrength forces to a theatre is a bad idea" and "we should send forces to all theatres"?

No. I feel we have enough to contest the skies over several theatres, but not necessarily enough to run army-support missions over all theatres.

Like, this is a game. The enemy and us have the same amount of resources (more or less; I suspect they may have slightly more). This means that if we both spread our forces out evenly, it will be a draw (more or less, barring one side having significantly better aircraft, which is not the case so far, and certainly not in our favour). If one side decides to not attack on a front, but instead focuses their forces on the other two fronts, then that side is going to win on two fronts and lose on one (assuming the other spreads their forces out evenly).
Now, this is not to say it is always a good idea to do so. There are other factors at play; it may be crucial to defend all fronts. However, in a situation such as this, where the central front is a few turns away from being cut off, it makes no sense to try and spread our forces out evenly.

Anyway, here's a plan where we send no forces to the centre, redirecting Squad 6 to the north instead. Because Nirur is right; sending a single squad to suicide is detrimental in that it gives the enemy free XP. So, yeah, making a concession to centrists is a bad idea.

Not quite, I think you're misunderstanding my goal - It's not 2 feathers against 4 enemies; they're not all going to be on air superiority. If it's 2 feathers against 1 rhino and 1 Emu, it's not a complete loss. The skies being contested might hurt the effectiveness of their missions, and will cut down on the theatre being a prestige sink (if we could spare balloons, they'd be pulling through for us, but I'd rather not this turn). And if they do something like 1 air superiority, 1 escort, 1 bomber, and 1 recon, we'll actually contribute by shooting down recon or balloons.

I feel that contesting all the skies is worthwhile, and is probably worth more than having those planes running ground-support missions.

Sorry to keep arguing with you today.

Major differences from plan D:
Observer 4 > TEPs (I like xp. The sooner we start that build-up the better, and think the navy will be fine)
2x feathers patrol friendly lines on the Estwice front.
Piotr assigned to Basselton instead of Derbois-Demisonne Road (Winter's reducing aerial effectiveness, and Basselton's closer to changing hands.)
