Can't we already do that? Or do you mean "conquer" as in literally expanding our fortress to other sites as opposed to just raiding and pillaging them?

EDIT: Just checked out the latest dev log. Yeah, that's certainly cool. Can't wait. :)

I'm working on it right now with a 100-dwarf army. It'll take some time, but it's probably possible. You can almost certainly wipe out elf civilizations.

Edit: And to do this, you must use .10. Version .09 crashes too often on missions.

Yeah, but wiping out civs isn't the same as having those puny elves under your iron rule. That's what I'm excited about. Didn't get the part about hill dwarves in devlog, though.

This is fantastic for my current fort! Few year ago elves occupied one on my civ settlements. There are still ~100 dwarf living there. I had planed to kill most of them and then hope that AI will conquer it. It will be great to get it back without killing all dwarfs!

Apparently you will also be able to send civilian administrators to conquered sites. Picturing a fort which is just a skeleton crew of like 20 dwarves producing as much food, booze, arms, and armour as they possibly can, and then 170 other dwarves who exist to either fight or govern.

You'll also be able to run hill dwarf sites in the next version, which means you can take part in expanding dwarven civilisation worldwide. Hopefully sometime cavern-deep as well.

Now all we'll be missing are ships... or underground subsea roads in the caverns.

You send dwarves out into the neighboring territory and they build hillocks to expand your holdings. We'll be able to interact with them in some way but it's not determined what for now.

It's basically a way of getting a worldgen style site under your control in order to boost up your armed forces to be able to actually go conquer major sites. They'll be able to build up their populations to worldgen numbers, probably. That way you have those resources without the computer having to track them all directly on-screen.

One of the things that isn't that huge about this, but I still find exciting, it's the possibility of sending items into the hills as well. Depending on the system you can get rid of your lag-inducing "garbage" items quickly by sending that stuff away into the hills, and just request a sock of you really, really need one for any reason even if there isn't any. You still have the item but it's not lagging your fort with extra pathfinding anymore, best of both worlds.

At least I HOPE you can do that, I'm not a hundred percent sure. Even if that doesn't work you can still get rid of extraneous animals and migrants that way by telling them to get lost over there in some hole in the ground nearby. That should already do something for lag.
