"A god who has been recently active and does not vote will be counted as being in favor. A god who has not been recently active and does not vote will not be counted at all. A god has been recently active if they have made an action in the current or previous cycle; votes count for activity.
In case of a tie, the side that Acter [Specifically the Acter that is the creator of this System] is on will win; if Acter has been inactive and does not vote, or specifies that they are abstaining, each side's vote will be modified by +.5 per Primordial god and -.5 per Lesser god; and if it is still a tie, a fair coin will be flipped by Ema or the Carver, with the heads-side (or equivalent) always being "pass the law" and the tails-side (of equivalent) always being "reject the law". If coins have been altered to use more than two sides, flips that do not result in a heads or tails outcome will be disregarded and the coin will be flipped again. If the coin does not have a heads or tails side, two sides will be arbitrarily chosen from those available to be the heads and tails sides. If there are one or fewer sides on all available coins, some other manner of receiving a fair, binary result will be found.
Laws that are rejected are not destroyed; rather, they are inactive, and can be voted on again later. Similarly, laws that had not been rejected previously can be voted on for deactivation. "

Law of Aspects:
All things are made of Aspects. There are six primary Aspects (Fire, Water, Air, Ground, Order, Chaos) and many secondary Aspects (many of the most potent of these are associated with the gods’ spheres, but they can be anything); secondary Aspects are made from primary ones, and can be broken down into primary ones.
Aspects bound to things are called Essentia, while free ones are called Vis. Essentia can be freed to use the Aspects as Vis; Vis can also come directly from “Nodes”, which are one-way portals from Divine Plane that only let through magic - mortals cannot see through and would just see pretty colours. The flow of Vis from these nodes can be controlled by nearby gods (on either side of the portal) as well as by powerful mages.
Certain metals, crystals (especially those already in use via the Mind and Matter System), and plants are good at storing Vis; “wands” can be made from these materials.
Law of Understanding:
Aspects are, at their most basic, the fundamental idea of being components. As a result, magic is best described as making something from those components, while your casting method is defined by what you see those components as being, be that musical notes, Lego blocks, magic words, etc.
Therefore, Mortals can understand magic as anything: programming, as standard spells, as runes, as songs, or even as dance magic, so long as the Vis is correctly combined and shaped.
Law of Essence Shaping:
There are three ways to use magic: spellcraft, alchemy, and artifice and enchanting. Spellcasting is the art of using Vis, alchemy is the art of using Essentia, and artifice and enchanting is the art of binding Vis to objects, essentially writing a spell (or multiple) into a physical item, and thus converts Vis into Essentia. However, all magic requires the use of a Wand, an item created out of any material good at storing Vis for the explicit purpose of casting magic (though shape and secondary functions may vary widely).
Since the objects that hold Essentia are easier to see than Vis, those who have trouble with spells may be better at Alchemy, as it can be easier to visualize.
The Law of Understanding holds true for all things, regardless of whether it is spellcraft, alchemy, or artifice and enchanting.
Law of Flux:
Virtually all magic use creates Flux, and the amount scales with the amount of Strain that the spell, as well as magic as a whole, is causing to Ema. Flux does not directly damage things, but rather causes magic to be much harder and more dangerous to use by manner of making it much less precise. This prevents mortals from becoming too powerful. Flux will dissipate over time if magic is not cast in a Fluxed area.
Law of Imbued Power:
There is a limit on how powerful artifacts created or enchanted with magic can become: Divine and above artifacts cannot be created or affected magic, staying only the work of gods.

Description: With combined efforts of the gods, magic is now under the limits of precious gemstones that can be natural or artificial. The gems are equivalent of mana crystals and in turn those gifted with what can be similar to psionic power can channel the magic in and use it for any and all forms. The condition to be able to access it is by two methods: being blessed or finding gems. The blessed creatures do not need to harvest gems as they are already gifted with the power to be able to use it freely and apply it freely by producing concentrated mana gems for enchanting. Those who wish to acquire through need to have the gems in order to use.

Description:
A Greater Law, affecting all locations that fit the category of "the most urbanized and heavily-populated settlement in each established civilization". It says that innovations in magic and science will be made in these locations at an increased rate; mind you, these discoveries won't be just "given" to them, but rather, it will simply be easier to come up with the new ideas and put them into practice.

Description: All Yggdrasillian Defense Protocols are under order not to leave their Yggdrasil. In addition, they cannot travel between strata, and must, unless a Higher Strata Protocol travels down for some reason, remain on their assigned floor permissions.
All Yggdrasillian Defense Protocols may revive after a set period of time, to reach a threshold number for ease of access to adventurers. That number will not overflow. FOEs of their Strata revive after 7 days have passed. Guardians of their Strata revive after 30 days have passed.
Effects: Yggdrasillian Defense Protocols are unable to leave their assigned floors, and must follow this law. This will be countermanded if, and only if, a disruption of a Higher Strata Defense Protocol disrupts the System.
Yggdrasillian Defense Protocols will revive to keep numbers up if overhunted after 1 day of their first death that dropped below this number.
In addition, FOEs revive after 7 days, and are reset to their patterns of movement and number, which is commonly 1.
Guardians revive after 30 days, and their number is commonly set to 1, unless stated otherwise.

Description: When mutagens or some other source of forced monstrous transformation affects a sapient person on the Savage Continent it won't affect them directly. Instead it will grant them an alternate form that they can transform to and back at will. The alternate form will have no mental effects. If they already have an alternate form, instead of gaining a new one, their old one will be improved. Note monstrous transformation, really minor stuff like being turned part cat won't cause the Law of Forms to activate.
Effects:
-Forced monstrous transformations from mutagens or otherwise are neutralized in mortals
-Will instead grant them an alternate form with no mental effects
-If this would happen but they already have an alt, their alt will be improved instead
-Really minor stuff won't trigger the Law of Forms

An hour after this law takes effect, all theropods instantly catch fire, explode, melt, disintegrate, evaporate and vanish from existence. They also die permanently and become unable to be resurrected or reanimated.

Both groups must then dance battle each other while the universe plays appropriate music in the background. Any member of either group that stops dancing is immediately knocked unconscious. The dance battle ends when one group is entirely unconscious, then the winning group permanently steals a little bit of the losing group's stamina and flexibility! When a Hero or Monster or someone particularly notable dances, they can shoot laser beams made of sheer awesome at the enemy team!
