If you could do that, and it'd be hard, you'd probably find that they don't attack anyone else's sites, since everyone else would outside of the evil biome.

Well except for player forts, becuase everyone loves a good bit of FUN.

But no goblin attacks unless you embark in an evil biome. Kind of limits gameplay.

Well, I guess you could always raid them, that'll override most other issues and encourage an invasion.

and yes i know they wont attack or anything, but i dont care, because thats not my objective nor the topic in my post.

There's a [EXCLUSIVE_START_BIOME] token, but evil isn't a valid biome token. So not really. Though I believe you can design custom worlds (i've never done it) so you could make a custom world where every temperate freshwater swamp is an evil biome and set goblins to exclusively spawn in temperate freshwater swamps, but that's probably not what you want.
